The Zimbabwe Electoral Commission (ZEC) has said voter registration will continue as it embarks on the voters’ roll inspection exercise that commences on Saturday this week.
ZEC is set to open the voters roll for inspection at all polling stations across the country until 31 May 2023 but prospective voters will not be able to register at inspection centres.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200012012/no-voter-registration-at-inspection-centres-zec">NewsDay</a> on Wednesday, ZEC chief elections officer Utoile Silaigwana said voter registration is still ongoing at the usual centres. He said:
<blockquote>
Voter registration has not yet been closed. However, members of the public will not be able to register as voters at the polling stations.
They will be just inspecting the roll. Registration will be at the usual. There is no registration at all at the inspection centres.
We are extending our work. We are doing it for the benefit of the public, as an administrative matter.
We are doing like what we do with the voter registration blitz to bring the centres to the people.
It’s an administrative decision that we have taken to bring the centres to the people, otherwise, individuals can inspect the roll anytime, according to the law.

Silaigwana said the voters’ roll will be closed for registration two days after President Emmerson Mnangagwa has proclaimed the election date.
Last month, Mnangagwa told ZANU PF supporters in Mhondoro that he will proclaim the election date at the end of May.

ZEC: No Voter Registration At Voters' Roll Inspection Centres

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> has said its provincial and district offices remain open for voter registration every weekday.
In a statement seen by Pindula News, ZEC urged those who missed the mobile Biometric Voter Registration (BVR) exercise to visit its offices which will be open between 0800 -1700 hours. Reads the statement:

For those who missed the mobile BVR exercise, note that all ZEC Provincial and District Offices remain open for voter registration every weekday (Monday-Friday) between 0800 -1700 hours. Check your nearest ZEC Provincial or District Office for convenience.

ZEC concluded its mobile biometric voter registration exercise on 26 March 2023.
The voter registration exercise was originally set to end on 21 March but the commission extended it to the 26th after recurring unscheduled power cuts negatively affected the final mobile voter registration blitz at some centres.
ZEC said the situation was been worsened by the cloudy weather conditions prevailing in some parts of the country.
The exercise comes ahead of the 2023 harmonised elections scheduled for July.
Individuals who want to register to vote must bring their identity documents to ZEC offices. 
They are also required to bring proof of residence so that they are properly assigned to a specific polling station.

ZEC Offices Remain Open For Voter Registration Every Weekday

The Zimbabwe Electoral Commission (ZEC) is experiencing what it calls a temporary shortage of thermal paper rolls used to print voter registration confirmation receipts at some centres.
In a statement issued on Monday, 20 March, ZEC Acting Chief Elections Officer, Jane Chigidji said the shortage of the paper should not discourage aspiring registrants from registering. Reads the statement:

The Commission is encouraging aspiring registrants to feel comfortable registering at some centres that would have temporarily run out of thermal paper roll used to print voter registration confirmation receipts.
The unavailability of a confirmation receipt does not affect one’s registration as a voter.
Those in need of the receipts will be advised in due course regarding when and where to collect them.
Any inconvenience caused is sincerely regretted.

Last week, ZEC announced the extension of the final nationwide mobile biometric voter registration exercise deadline by five days, from 21 March to 26 March.

ZEC Fails To Give Voter Registration Confirmation Receipts To Aspiring Voters

The Zimbabwe Electoral Commission (ZEC) says recurring unscheduled power cuts are negatively affecting the ongoing final mobile voter registration blitz at some centres.
In a statement issued on Tuesday, ZEC said the situation has been worsened by the cloudy weather conditions prevailing in some parts of the country.
ZEC, however, assured citizens that all people who are eligible and willing will be registered for the upcoming harmonised elections. ZEC said:

The Zimbabwe Electoral Commission (ZEC) hereby notifies the public that it is currently experiencing technical difficulties at some of its registration centres.
This is due to shortages of electricity affecting the charging of the BVR kits.
The situation is also worsened by the cloudy weather, which affects the solar-powered BVR kits.
ZEC assures the public that every eligible citizen will be registered.

<h2>ZEC VOTER REGISTRATION BLITZ STATISTICS, A STEP IN THE RIGHT DIRECTION</h2>
The Zimbabwe Electoral Commission (ZEC) has published that the February voter registration blitz has so far registered 25 603 registrants across the country. The Election Resource Centre (ERC) welcomes the increase in voter registration statistics witnessed since the beginning of the blitz carried out by ZEC. Though only a fraction of those eligible to register to vote, the initial update of the blitz is a step in the right direction.
While welcoming the increase in voter registration statistics, the concerns we are seeing now with the low uptake of voter registration are eminently fixable. The ERC appeals to the Electoral Commission to further decentralize the registration process as the recorded numbers are affected by the in-accessibility of registration centres. There is a need for the Registrar-General’s Office to harmonise efforts with the Electoral Commission to ensure all youths are provided with national identity documents in order for them to participate in the registration blitz. Additionally, there is a need to increase awareness on the voter registration blitz and the importance of registration.

Inaccessibility of registration centres and lack of national identity documents have been the main reasons why voter registration uptake has been low since the 2018 Harmonized elections. The voter registration blitz has provided an opportunity to bridge the gap between the Commission and citizens. The Commission must further increase the visibility of voter registration centres as citizens have continually complained on the lack of knowledge on the location of voter registration centres.
Recommendations: 
1. ZEC must further decentralize voter registration centres to increase the uptake of voter registration in Zimbabwe.
2. The Electoral Commission must increase voter awareness of the voter registration blitz and synchronize efforts with other stakeholders for a wider reach.
3. ZEC must increase voter registration centre visibility and easily demarcate ZEC registration centres.

ZEC Voter Registration Blitz Statistics, A Step In The Right Direction - Election Watchdog

In a report released on its website, the Election Resource Centre (ERC) says the Zimbabwe Electoral Commission (ZEC) snubbed a recommendation to register more than 100 voters in Harare at Cecil House and Remembrance Complex.
ERC said it noted that ZEC was only registering 100 people at the two places and had communicated the observation to the electoral managing body which ignored a suggestion to ensure unlimited continuous voter registration throughout a normal working day. Below is an excerpt of the report by ERC:
<blockquote>The Election Resource Centre (ERC) has noted with great concern that the Zimbabwe Electoral Commission (ZEC) is only registering 100 people per day at Cecil House and Remembrance Complex static voter registration centers in Harare, with the prospective registrants being turned away as early as 11am. The observation, having been made on 29 March 2018, was communicated to ZEC in the spirit of assisting the Commission in remedying identified challenges in the electoral process.  In the communication, the ERC recommended that the Commission ensures unlimited continuous voter registration throughout a normal working day. The observation and recommendation have been snubbed by ZEC.
ZEC’s decision to ignore suggests a disregard of key principles of voter registration and election administration.  Constricting the number of voter registrants per day in Harare, a province where the rate of registration has been the lowest compared to other provinces, violates principles of inclusivity, comprehensiveness and accessibility in voter registration. The consequence of flouting principles of voter registration by disregarding calls to open up voter registration in Harare exposes the credibility of the voter registration process and the election to doubt.  The right to vote can only be sufficiently exercised if equal participation and access to voter registration are guaranteed. ZEC Ignores Recommendation To Register More Than 100 Voters A Day In Harare

Legal watchdog Veritas has advised that the serial numbers on the biometric voter registration slips cannot be used in any way to trace where or how the person voted. This comes after reports that traditional leaders such as chiefs as well as some political parties are recording the serial numbers and in some cases intimidating the people.
Said Veritas in a Fact check on Voter Registration Slips,
<blockquote>There are still complaints that chiefs and headmen are demanding the numbers on people’s voter registration slips and even that they are collecting the slips themselves from people.
This may be intimidatory to some people, but is really just a manipulative gesture which is not grounded in any reality. The numbers on voter registration slips have nothing at all to do with being able to tell if, where or how a person votes.
<h2>What is the number on the voter registration slip?</h2>
– the first 4 digits are the serial number of the BVR machine on which the voter‘s fingerprints and photo were taken when he or she registered to vote. The serial number is important so that if a person claims he registered but his name is not on the voters roll he can show his registration slip and a ZEC officer can check the machine on which he registered to see what if anything went wrong.
– the next four digits show the date on which the person registered, i.e. the day and the month.
– the next four show the time, e.g. 14.30.
– the last digit is a random number from 0 to 9 to make the series of digits up to 13 which the machines are set to read.
There is no connection between the numbers on a voter’s registration slip and the polling station at which the voter will vote. And the registration slip numbers are not connected to the numbers on a voter’s ballot papers [books of ballot papers are issued to polling stations and individual ballot papers are issued to voters in the order in which they come in to vote.]
So there is no harm in showing anyone your voters registration number because the number can’t tell anyone how or where or whether you are going to vote, or even if you have voted. But if you want to vote it is important to keep your voter registration slip in your own possession to prove you are registered somewhere. If by any chance you go and vote and you find you are not on the voters roll, the slip will enable ZEC officers to trace what went wrong and rectify it so you are enabled to vote.
<h2>Spreading Misinformation and Fear</h2>
Despite all this, it seems that chiefs have been demanding registration slips or recording voters’ registration numbers and that ZANU-PF is making a note of the numbers in the records they keep of their cell members. If voters are being told that this is being done so that their votes can be identified, then that is certainly misinformation and may amount to intimidation.</blockquote>

BVR Slip Serial Numbers Cannot Be Used To Trace Your Vote: Veritas

Morgan Komichi the chairperson of the Nelson Chamisa led MDC-T opposition has said that his party will be demanding voter registration slips from all aspiring candidates for internal elections. He said that this was to guard against people infiltrating the party.  However, <a href="https://news.pindula.co.zw/2018/01/25/zec-warns-offence-record-serial-numbers-bvr-voter-registration-slips/">the Zimbabwe Electoral Commission has warned that the </a><a href="https://news.pindula.co.zw/2018/01/25/zec-warns-offence-record-serial-numbers-bvr-voter-registration-slips/" rel="noopener" target="_blank">practice is illegal if people are being forced.</a>
Speaking to online publication, New Zimbabwe, Komichi said,
<blockquote>All our members who appear on our books and all structures can vote in the primary elections. But to guard against bussing of members or infiltration by our opponents we will ask people to produce proof that they are registered to vote in the constituency or ward they want to vote in…The MDC-T already has its internal voters’ roll. It’s not just any card-carrying member because we know these cards can be printed or unscrupulous individuals can buy these in bulk and issue them even to Zanu PF supporters.</blockquote>

MDC-T To Demand Voter Registration Slips From Aspiring Candidates To Prevent "Infiltration"

Omega Hungwe, the Zanu-PF deputy political commissar has said that the ruling party is creating its own voters roll justifying why some members of the party are demanding to see the biometric voter registration (BVR) slips from those who register. Hungwe said that the BVR slips are being used to compile cell registers, which will then be referenced when choosing potential candidates. Speaking at a Zanu-PF provincial meeting in Masvingo, Hungwe said:

Cell register is the voters’ roll of Zanu PF. No one will participate in primary elections if their name is not on the cell register, I am very sorry. Even candidates will not be voted for if they are not on that register. The registration slip is the ticket for one to be in a cell register. We want to see the registration slips so every person must bring the slips.</blockquote>

Zanu-PF Official Says Zanu-PF Is Creating Its Own Voters Roll

Speaking at a meeting organised by the Zimbabwe Electoral Commission (Zec) in Bulawayo on Friday, representatives of political parties expressed concern that most potential voters will not be registered following news that Zec has reduced biometric voter registration (BVR) centres during the extended voter registration exercise, which starts tomorrow and ends on February 8.
Zec has also reduced the number of voter registration machines allocated to each province to only six voter registration machines as compared to 110 machines, which were provided during the initial voter registration phases. Economic Reform Assembly president said:
<blockquote>The alien citizens will not have a fair and adequate time to exercise their rights since they got the waiver towards the end of the fourth phase. This is a great concern to us because most of these people will not have adequate time to sort out their documents. Again, Zec seems stingy with information pertaining to this exercise.</blockquote>
 
An MDC–T representative said 6 machines will not be able to cover the whole of Bulawayo. Said the official:
<blockquote>Six machines will not be adequate to cover the whole of Bulawayo in a month. I think Bulawayo deserves more registration centres because the city has a lot of aliens, who might want to vote following the recent ruling that they are entitled to voting.</blockquote>

Political Parties Express Concern After ZEC Reduces Voter Registration Centres

The Zimbabwe Electoral Commission (ZEC) has extended the Biometric Voter Registration (BVR) blitz by another month. The registration exercise ended on the 19th of December 2017. The final BVR registration blitz will begin on Saturday, the 10th of January and run until the 8th of February. However, once the final blitz registration is completed, registration will still remain open until 12 days after the nomination court has sat.
Emmanuel Magade the acting ZEC chairperson confirmed the extension saying that the government had released funds to bankroll the exercise. Said Magade:
<blockquote>As you know the voter education officers precede the registration officers. The voter education will run from January 6 to the 4th of February, while the mop-up will start on January 10 to the 8th of February.
We received a substantial amount of money from the government to kick-start the process although it’s not the full amount of what we had requested, which was $7, 9 million for the mop-up exercise. Negotiations are still going on and I believe that by the time we finish, we will be able to pay all our liabilities. We believe that government has not left us in the dark and they support us fully.</blockquote>

Voter Registration Blitz Extended By One Month After Government Releases Funds

The Zimbabwe Electoral Commission (ZEC) has registered 4,173,897 as of 13 December 2017. The fourth and last phase of the biometric voter registration blitz, which began on the 4th of December will end on the 19th of December.
Harare has the most registered people with 648,590 while Bulawayo has the least registered people with 171,543. A total of 73,274 people have been turned away so far due to various reasons with Mashionaland West being the province with the most people that were turned away at 11,936.
A number of people were turned away for not having national identity documents and “aliens” who did not have birth certificates. Provinces such as Mashonaland West, Masvingo and Midlands experienced network challenges.

ZEC registers over 4 million people

Zanu-PF and the two MDCs have agreed to lobby the Zimbabwe Electoral Commission (ZEC) to extend the biometric voter registration (BVR) process by two months from the 19 December deadline. They also want Zec to continue registering potential voters even during the festive season.
MDC-T secretary General, Douglas Mwonzora said that they will meet Zec today to discuss the issue. Said Mwonzora:
<blockquote>We are moving together as an inter-party team comprising Zanu PF, MDC-T and MDC. These are the parties in Parliament. We have been assessing the biometric registration programme and getting feedback from the political parties’ representatives. We are in agreement that voter registration be extended by two months in all the areas and specifically that it must continue even during the festive season so as to deal with those who are coming from the Diaspora.</blockquote>
Zanu PF deputy legal secretary Munyaradzi Paul Mangwana also confirmed that the three parties have agreed to meet Zec today.

In an interview with The Herald Zimbabwe Electoral Commission (ZEC) Masvingo provincial election officer Mr Zex Pudurai said that they are undertaking a mop-up exercise in Masvingo province to cover Chiredzi, Mwenezi, Chivi and Masvingo districts, where some potential voters could have failed to register. 
9 951 potential voters were turned away from 338 registration centres set up in Masvingo province as at December 1 this year. Masvingo plans to register 754 314 voters by the end of the fourth phase. Said Pudurai:
<blockquote>The mop-up exercise would cover areas that we targeted in the first and second phase of the programme. When we launched the first and second phases, the Registrar-General’s Office was concurrently issuing out national identity cards, but we finished before they completed their exercise. We have since discovered that most villagers have their IDs and these are the people we are targeting in the mop-up exercise.</blockquote>

ZEC in mop up exercise to cover areas where potential voters failed to register

The Zimbabwe Electoral Commission (ZEC) has announced that the current Biometric Voter Registration (BVR) blitz will end on 19 December. Former President Robert Mugabe proclaimed on 8 September 2017, that Biometric Voter Registration (BVR) would commence on 14 September and end on 15 January 2018. 
As of 1 December. a total of 3,382,040 people had registered to vote. In a notice on its website, ZEC said:
<blockquote>The Biometric Voter Registration blitz currently underway is expected to end on 19 December 2017. Aspiring registrants are required to take along with them their proof of residence and Identity particulars in the form of paper or metal or plastic IDs or valid passports.</blockquote>
However, people will be able to register to vote since the voters’ roll for elections in terms of the law closes 12 days after the nomination day. Sources at ZEC said that they will extend the voter registration period to factor in the issue of “aliens” after High Court judge Justice Nyaradzo Munangati-Manongwa ordered ZEC to register them as prospective voters.

ZEC launches final voter registration phase, 3 million registered so far

The Zimbabwe Electoral Commission (ZEC) has turned away over 59 000 prospective voters nationwide in the ongoing Biometric Voter Registration (BVR) exercise due to various reasons.
In a statement on its website ZEC said that it turned away prospective voters because they lacked the proper documents. Said ZEC:
<blockquote>Turned away: The law stipulates age, citizenship and proof of residence as requirements for voter registration. Turned away are persons not complying with these requirements, including illegible or defaced documents. Some of the turned away will find their way back once they get the relevant documentation, for example proof of residence or national identification (ID). These issues are being tackled through voter education and publicity campaigns.</blockquote>
ZEC said Mashonaland West province had the most number of people turned away with 9 988 people turned away.

ZEC turns away 59 000 prospective voters

The Zimbabwe Electoral Commission (ZEC) has started the third phase of the biometric voter registration exercise. According to ZEC, a total of 2 361 433 people have been registered as at November 13 after two voter registration phases. However, figures from remote and inaccessible centres are yet to be included in the final number of registered voters.
ZEC says that it is encountering challenges such as rain, electricity and lack of resources. Said ZEC:
<blockquote>Registrants could not go to registration centres to register in areas such as Mashonaland East, Mashonaland West and Matabeleland North and South. When it is cloudy and raining in areas where there is no electricity, it is a challenge to charge kit batteries with solar energy and this affects registration. Measures to counter this include transporting kits to areas with electricity and using hired vehicles to charge the batteries.</blockquote>
