The ZANU PF party has issued a stern warning to its members regarding unauthorised communication.
In a recent statement, the national political commissar, Mike Bimha, emphasized the need for discipline and adherence to party communication protocols.
Bimha said this unauthorised communication undermines the party’s cohesion and decision-making process. He said:

The Party notes with concern that certain party officials and members have taken to releasing Statements on behalf of the party on major issues without prior consultation or authorisation.
Recently, the press was awash with comments made by the P.C. for Harare Province on prospective By-Election candidates, primary election dates and the re-structuring exercise without the authority of the National Department of the Commissariat. This is a pre-emption of Party decisions and is unacceptable.
Other examples obtain, notably, the commenting by party officials on the new sanctions regime by the United States of America.
This was done without consultation nor authorization and it led to a garbled message which was corrected when our President and First Secretary, His Excellency, President E. D. Mnangagwa made a statement regarding the matter thereof.

Bimha said while the party appreciate the revolutionary zeal of its members to defend and represent the party, they must maintain discipline in their conduct.
He said party members should recognize that the Department of Information and Publicity, along with Heads of Departments, are the authorized spokespersons on policy issues and decisions. Said Bimha:

Whilst we acknowledge the revolutionary zeal to defend and represent the party we, however, urge discipline in our conduct.
Party members are reminded that the Department of Information and Publicity and, or Heads of Departments are the officially mandated people to speak on behalf of the Party on Policy Issues and the decisions thereof.
Members are hereby warned against assuming roles that are ultra vires their mandate and limits of discretion.
</blockquote>
Bimha said to prevent unnecessary confusion, party members should seek guidance and adhere to party protocol when faced with uncertainties or issues of interest.

ZANU PF Warns Members Over Unauthorised Communication

A Citizens’ Coalition for Change (CCC) faction aligned to “recalls kingpin” Sengezo Tshabangu has written to the government requesting the disbursement of funds due to the opposition party under the Political Parties Finance Act.
For a party to qualify for State funding under the Act, it must secure at least 5 per cent of the total vote in a general election.
The CCC faction’s interim treasurer Mbuso Siso on Tuesday, 12 March told <a href="https://www.newsday.co.zw/local-news/article/200024280/tshabangu-faction-lays-claim-to-government-windfall">NewsDay</a> that they held a meeting in Bulawayo last year and resolved that the party should open a bank account.
Siso wrote a letter to the Justice, Legal and Parliamentary Affairs ministry on 06 March, asking the government to speed up the process of funds disbursements. Reads the letter:

I am writing in terms of section 3 (1) as read with the section 3 (3) of the Political Parties (Finance Act, Chapter 2:11) to request the statutory allocation and disbursement of the funding that is due to the Citizens Coalitions for Change (CCC) political party which participated in the 2023 Harmonised general election in which it garnered sufficient seats to qualify for the funds.
We will soon submit the account details of our CCC bank account as we are requesting your good office to process and disburse the allocation that is due to our party in terms of the Act.
Kindly find attached a copy extract from the minutes of a meeting of the interim committee dated October 7, 2023, signed by the interim secretary general Sengezo Tshabangu and the treasurer general.

Siso also told NewsDay that Tshabangu, who is the faction’s interim secretary general, remains suspended pending a disciplinary hearing for not attending party meetings.
He also said the party has recalled Nomvula Mguni, Otilia Sibanda and Lungile Ncube, who were sworn in as proportional representation National Assembly members in Bulawayo, saying they were not part of the agreed list.

Sengezo Tshabangu's CCC Faction Lays Claim To Party Finances Under Political Parties Finance Act

Opposition leader Nelson Chamisa’s Blue Movement is using Citizens Coalition for Change (CCC) structures to galvanise his support base.
Former CCC Members of Parliament Amos Chibaya and Gift Siziba have been holding rallies across the country updating the party’s grassroots supporters on the state of the new political movement which will have blue as its colour.
Chibaya and Siziba notified the police of their intentions to hold a rally at Mkoba Golf Course, Mkoba North Constituency in Gweru on Sunday, 10 March.
They applied to hold the rally using the CCC name and structures. Speaking to <a href="https://www.newsday.co.zw/local-news/article/200024220/chamisa-turns-to-ccc-structures">NewsDay</a>, Siziba said:

Police have banned our rally in Mkoba which was slated for this afternoon on the basis that there was not sufficient information about the venue when the letter clearly stated that it will be held at Mkoba 4 Golf Course.

According to a letter dated 09 March 2024, addressed to “The Convener, CCC Midlands Province”, by the Officer Commanding Police, Gweru Urban District, Chief Superintendent T.B Gumpo, the rally could not go ahead “in the interest of public safety.”
Chief Superintendent T.B Gumpo said that the convener did not specify the venue for the rally and that there was a real threat of violence breaking out.
Speaking to NewsDay, political analyst Rashweat Mukundu said Chamisa’s political movement might be thwarted given the “politicised Judiciary”. Said Mukundu:

We are aware of the fact that we have a hugely politicised and ineffective Judiciary of course (it) can be abused for the political gain of ZANU PF but even stretching this far makes a mockery of our Judiciary and political systems.
The way forward for Chamisa is to launch a new party that tries to be foolproof from ZANU PF infiltration and the likes of Tshabangu.
What we are seeing more broadly in the political space in Zimbabwe is undermining of the democratic political practices in the sense that you cannot have impostors like Tshabangu who never campaigned for CCC and are not known come out and claim that they are leaders. 
Regardless, the opposition forces must maintain pressure on ZANU PF, must maintain mobilisation and hopefully be in a position to contest again.

Chamisa's Key Allies Turn To CCC "Structures"

Police in Gweru have blocked the opposition CCC party from holding a rally in Mkoba North Constituency, saying the convener did not specify the venue for the rally and that there was a real threat of violence breaking out.
According to a letter dated 09 March 2024, addressed to one Tonderai Chorira, by the Officer Commanding Police, Gweru Urban District, Chief Superintendent T.B Gumbo, the rally, which was scheduled to take place this Sunday, could not go ahead “in the interest of public safety.” Part of the letter reads:

This office acknowledges receipt of your notification to hold a Mkoba North Citizens rally on 10 March 2024 at the Golf Course.
Note that you did not specify the venue of the intended rally in your notification hence your notification falls short of the information required.
In addition, there is a real threat of violence erupting as a result of clashes between the supporters of the speakers and another group claiming to be from the same organisation as yours who are indicating that the speakers should not continue using the logo of the party which recalled them.
In the interest of public safety, this office is advising you not to proceed with the rally.
</blockquote>
CCC has split into at least three factions since Sengezo Tshabangu, posing as its Interim Secretary General, seized control of the party in October 2022.
Tshabangu has since recalled scores of CCC MPs and Councillors, and he has sought, through the courts, to bar the recalled members from using the CCC logo.

Police Block CCC From Holding A Rally In Mkoba North

Political analysts say the United States government’s new regime of sanctions against Zimbabwe’s top government officials and their enablers will not stop rampant corruption and the abuse of human rights in the country.
On March 4, the U.S. government imposed sanctions on Zimbabwe’s President Emmerson Mnangagwa, his wife Auxilia, Vice-President Constantino Chiwenga, businessman Kudakwashe Tagwirei along with his wife, Sandra Mpunga, and several other senior government officials and alleged business partners, for corruption and human rights abuses.
U.S. President, Joe Biden, scrapped the old executive sanction order introduced in 2003 and replaced it with the Global Magnitsky sanctions.
The Global Magnitsky Human Rights Accountability Act is a significant piece of legislation enacted in December 2016. It empowers the President of the United States to take specific actions against foreign individuals or entities engaged in human rights violations or corruption.
Sanctions under the Global Magnitsky programme aim to target systemic corruption and human rights abuse, including the networks that engage in, facilitate, or perpetuate sustained patterns of such illicit behaviour rather than incidental acts by individual targets.
Speaking to <a href="https://cite.org.zw/critics-slam-new-sanctions-on-zim-officials-as-ineffective/">CITE</a>, Future Msebele, a political analyst, said that the new sanctions regime will not bring an end to the suffering of Zimbabweans. Said Msebele:
<blockquote>
We, the downtrodden masses, believe that the targeted sanctions have not worked against the Regime. In reality, sanctions have been used by the corrupt and failing government as an excuse for its failures.
There are many loopholes, weak enforcement of the sanctions, no clear strategy, and weak communication of the political objectives have undermined the effectiveness of the sanctions.
We are still at the same point, if not worse off. We still have human rights abuses, we are still calling for political and electoral reforms.
It is time to think of alternative ways to deal with corrupt regimes. Sanctions have proven to be ineffective, and the achievement of primary political objectives has remained elusive.
</blockquote>
Another political analyst, Bernard Magugu, told CITE that “nothing has changed except that the sanctions were updated”. He said:
<blockquote>
The sanctions were lifted from several people who were in power before, and there is now a distinction between these small fish from the past, and top targets who are leading now.
Another point to factor in is the removal of the 2003 Executive Order, which was repeatedly renewed in subsequent years highlighting human rights and democratic reforms, showing that the influence of civic society organisations, activists, or opposition politicians is dwindling, which is a setback for the country. This may mean that human rights violations will continue unabated.

United States' New Sanctions On Zimbabwean Officials Ineffective - Analysts

A faction of the Citizens Coalition for Change (CCC) claims to have recalled senators who were sworn in on Tuesday, saying they were chosen by a faction led by Welshman Ncube, Tendai Biti and Lynette Karenyi Konye under the proportional representation quota, reported <a href="https://www.newzimbabwe.com/ccc-faction-recalls-tshabangu-linked-senators-after-serving-first-day-in-parliament/">NewZimbabwe.com</a>.
Former Entumbane-Makhandeni lawmaker Dingilizwe Tshuma who claims to be the CCC chairperson working closely with Albert Mhlanga, wrote to the Speaker of Parliament recalling Kucaca Phulu, Lilian Mlilo, Linda Sibanda and Collet Ndlovu.
Phulu is a former People’s Democratic Party (PDP) party vice president and he was Sengezo Tshabangu’s attorney during the infamous recalls.
Speaking to Studio 7 last night, Mhlanga accused Tshabangu of unilaterally hand-picking former PDP members to be CCC senators. He said:

Yes, we had a meeting where we resolved to recall them because Sengezo Tshabangu single-handedly picked former People’s Democratic Party members where he belonged with Tendai Biti and Jacob Mafume.
We are CCC which was led by Nelson Chamisa so these PDP members never stopped fighting in the party from the days of the late Morgan Tsvangirai who is the former founding president of the Movement for Democratic Change.
</blockquote>
The posts fell vacant following the recalling of the sitting senators by Tshabangu, who still claims that he is the interim secretary general of the opposition CCC party.
The 13 legislators in both the Senate and the National Assembly were replacing those who were recalled by Tshabangu last year.
They were all party list seats where parties were allocated numbers based on their support in the August elections.
Senators who took the oath of office were Sengezo Tshabangu, Lilian Mlilo, Kucaca Ivumile Phulu, Linda Sibanda, Colleta Ndlovu, Sam Chapfudza, Maxwell Mdhluri Teresa Kabondo and Grace Mumpande.
In the National Assembly, those who took oath were Nomvula Mguni, Otilia Sibanda, Lungile Ncube, Sibongile Maphosa and Sikhuphukile Dube.

CCC Faction "Recalls" 4 Newly-appointed Senators

CCC Senator for Matabeleland North Province Sengezo Tshabangu claims he is the footprint of Joshua Nkomo.
Tshabangu, who was sworn in as a Senator on Tuesday, 05 March, carries a stick similar to the one associated with the late former Vice President.
Speaking to reporters at the Parliament Building in Mt Hampden, Tshabangu asserted that he is the footprint of Joshua Nkomo and he would ensure that Nkomo’s vision is completed. He said:
<blockquote>
I am the footprint of Joshua Nkomo so this (stick) symbolises the torch bearer that was carried by Joshua Nkomo when he was fighting for the liberation of this country. So I am his footprint, I am going to make sure that what he stood for, I will stand for, his vision is completed.
</blockquote>
Tshabangu has been described as “Zimbabwe’s biggest political hacker and impostor in contemporary history. A man who can steal a whole political party and get away with it.”
The former MDC youth league activist seized CCC with the assistance of State institutions after the August 2023 general elections and recalled several senators whom he replaced with his cronies.
Tshabangu was virtually unknown before the 2023 general elections though it has since emerged that he was once suspended by the MDC then led by the late Morgan Tsvangirai about a decade ago for being part of a cabal that attempted to overthrow the former trade unionist.

I Am Joshua Nkomo's Footprint - Tshabangu

Sengezo Tshabangu has said he will not pursue partisan politics but focus on issues that affect citizens such as the El Nino drought, infrastructure development and social services delivery, reported <a href="https://www.herald.co.zw/i-will-push-the-national-agenda-tshabangu/">The Herald</a>.
Tshabangu was speaking to journalists on Tuesday, 05 March soon after he and 13 others from CCC were sworn in as senators and members of the National Assembly. He said:
<blockquote>
This is the beginning of a new chapter of politics in Zimbabwe where we are going to focus on issues of national importance and not partisan politics.
</blockquote>
Tshabangu urged CCC legislators who are yet to recognise his authority to embrace his leadership for their own good. He said:
<blockquote>
The movement is very much alive. We have been sworn in today. We are in charge of this movement and we are going to discharge our duties.
Time is ticking away to those fence-sitting. They need to embrace the moving train. We are the people. We are an alternative.
We need to benchmark. We need to put the Government on its toes. We need to put ZANU PF in terms of policy framework.
We are not going to pinpoint each other as ZANU PF or CCC, but we are going to differ in terms of policy direction, principle, ideology, and policy framework, but we will remain Zimbabwean.
We are facing drought. We need to make sure that no one starves or dies of hunger. We are going to hold the Government accountable.
Look at the state of our roads and hospitals. We are going to make sure that these issues are addressed.
</blockquote>

Our Focus Is On National Issues, Not Partisan Politics - Senator Tshabangu

Former Zengeza West MP Job Sikhala has launched a new movement, the National Democratic Working Group (NDWG).
In a communiqué, NDWG head of information and communication Darlington Chingwena said the movement is a convergence of democratic forces seeking to “free masses from political chains”. Said Chingwena:

The NDWG is a mass of our people-driven movement of the democratic forces in Zimbabwe who are determined to build a solid base for our people to discuss their aspirations and find the best way forward,” he said.
The NDWG has started the mobilisation of the masses of our people for the ultimate convening of the National Democratic People’s Convention where people’s ideas and feedback will lead to the formation of a mass-based democratic people’s movement fighting for the takeover of government power.
</blockquote>
Chingwena said the NDWG has since held its inaugural meeting with the delegates drawn from the 10 provinces of Zimbabwe and various organisations. He said:

The lives of our people are in danger due to unending cycles of poverty, oppression, looting and plundering of the national resources and subversion of the will of our people through electoral theft and self-imposition by an unpopular tyranny.
At the inaugural meeting of the NDWG, the delegates from the 10 provinces of Zimbabwe and various organisations unanimously resolved the following as part of the process of gathering people’s views about the Zimbabwe that they want.
That within a month, provincial democratic working groups will be constituted by the masses of our people drawn from the churches, business, war veterans, women, youths and students, civil society, and people living with disabilities among others whose key function will be to visit every ward and district to collate the views of the masses of our people through group meetings.
The NDWG recognises the unresolved business of the war of liberation and takes it forward through a mass democratic struggle…
Inclusivity will define the work of all the organs of the National Democratic People’s Convention, which will gather at a date to be advised to deliberate on the way forward based on the submissions from the expected 5 000 delegates.

Sikhala left the Citizens Coalition for Change (CCC) party in February this year after being released from Chikurubi Maximum Security Prison where he spent almost 600 days in pre-trial detention for inciting violence in June 2022.

Job Sikhala Launches New Political Movement

Former Citizens Coalition for Change (CCC) leader Nelson Chamisa says he has been meeting various people including villagers, community and opinion leaders as he maps his political move after he left the country’s main opposition party in late January this year.
Chamisa announced his resignation from CCC on 25 January alleging ZANU PF infiltration after party activist, Sengezo Tshabangu, who claims to be the interim secretary-general, was given carte blanche by State institutions to recall the party’s elected representatives.
Chamisa’s close allies, led by former legislators Amos Chibaya and Gift Siziba have been moving across the country, mobilising support on his behalf.
Speaking in an exclusive interview with <a href="https://www.newsday.co.zw/local-news/article/200023930/chamisa-breaks-silence-on-his-game-plan">NewsDay</a>, Chamisa said he was not focusing on forming a political movement, but on forming a new government. He said:
<blockquote>
I have been meeting people. I have been to the countryside. I am meeting people in villages, community leaders, opinion leaders and traditional leaders.
I am meeting people personally and it is an amazing show of confidence and hope. People are so committed.
Zimbabweans are prepared to whatever extent for change to be realised in Zimbabwe.
It’s like the spirit of the liberation struggle indefatigable and indomitable. Zimbabwe needs a new government, not just a new movement.
</blockquote>
Since leaving CCC, Chamisa has met several diplomatic representatives in the country, including Canadian Ambassador to Zimbabwe Adler Aristilde and British Ambassador to Zimbabwe Pete Vowles, to discuss various political issues. He said:

I am leaving no stone unturned to make sure that the will of the people prevails.
As to what practical steps I am going to take, I am doing wide consultations with the citizens and opinion leaders. I will announce very soon what the next step is.
What must come is something that cannot afford to fail, because we do not have that luxury.
We have so many stones that have to be turned and these are local stakeholders, labour, the church, students, women’s groups, farmers groups, and traditional leaders, beyond our border and within the region Sadc [Southern African Development Community], AU [African Union] and all those stones need to be turned and I am glad that the response that I am getting from both within and beyond is amazing.

Chamisa refused to accept the outcome of the August 2023 presidential election after President Emerson Mnangagwa was declared the winner.
SADC and other international election observer missions said the elections fell short of regional and international standards. Said Chamisa:
<blockquote>
There is an unresolved national question of leadership. It can’t be a closed chapter, when a student has failed an examination, it can’t be the end of the story.
There must be a proper examination and proper qualification out of a system and process.
SADC passed the verdict that the Zimbabwe election did not pass the election credibility test. No discredited process can produce a credible outcome.

Chamisa Says To Announce His Game Plan "Soon"

ZANU PF’s alleged plan to push for a constitutional amendment to scrap the presidential term limit is “an affront to our democracy”, MDC leader Douglas Mwonzora has said.
President Emmerson Mnangagwa’s second and final five-year term ends in 2028 but a new ZANU PF slogan has emerged which suggests the ruling party wants his term of office extended indefinitely.
Mnangagwa has not distanced himself from the “2030 vaMnangagwa vanenge vachipo” (In 2030 Mnangagwa will still be in power) slogan which has gained traction since the disputed 23 August 2023 general elections.
Addressing journalists at the MDC headquarters, the Morgan Richard Tsvangirai House in central Harare on Thursday, 29 March, Mwonzora described the calls as “irresponsible”. He said, as quoted by <a href="https://www.newzimbabwe.com/zanu-pfs-move-to-offer-mnangagwa-third-presidential-term-worries-mdc/">NewZimbabwe.com</a>:
<blockquote>
None of the top officials including Mnangagwa himself have distanced themselves from these irresponsible calls and unconstitutional intentions.
Our constitution makes it clear that a president serves a maximum of two terms of five years.
It makes it clear that any proposed amendments to extend term limits should be subjected to Referendum and even where the amendment succeeds, such an amendment should not benefit the incumbent.
These calls are an affront to our democracy. They dent our image as a constitutional democracy.
It will further cement the unfortunate international image of Zimbabwe as a pariah state. This will never end our international isolation.
We demand that ZANU PF should honour the national constitution and should stop any effort to desecrate it, that Mnangagwa must himself as the first upholder of the national constitution reject calls that he should go for a third term.

ZANU PF recently attained a two-thirds majority in Parliament’s lower house after State institutions allowed an unknown CCC activist, Sengezo Tshabangu, to remove legitimately elected party MPs paving the way for ZANU PF to win the seats in subsequent by-elections.
Although ZANU PF does not have a majority in the Senate, Chiefs and CCC senators nominated by Tshabangu will most likely ensure the passage of any constitutional amendment.

ZANU PF's Quest To Offer Mnangagwa Third Presidential Term An Affront To Our Democracy - Mwonzora

Former Citizens Coalition for Change (CCC) leader, Nelson Chamisa, has said he is not involved with any current political organisation or movement.
Since he resigned from CCC on 25 January 2024, Chamisa has not publicly stated his plans despite some of his key allies such as Amos Chibaya, Gift Siziba and Prince Dubeko Sibanda holding mini-rallies where he is eulogised.
Chamisa deposed an opposing affidavit at the Bulawayo High Court on 27 February 2024 in response to Sengezo Tshabangu, who, posing as the interim CCC Secretary General, filed an urgent chamber application in early February to recover the party’s provincial offices in Bulawayo.
Tshabangu argued that the CCC party offices had been seized by some youths who claimed to be Chamisa’s supporters after he resigned from the party on 25 January 2024.
Chamisa alleges that “many people” who have no connection to him misappropriated his name and image.
In the CCC’s urgent court application, Tshabangu stated that their office – the Gertrude Mthombeni House – situated at Number 41 Fort Street between Second and Third Avenue in Bulawayo is where all provincial party documents are kept, party activities and programmes are conducted.
Tshabangu stated that Chamisa’s supporters forcibly took “control, occupation, and possession” of the building and painted the whole office and precast wall in blue and black.
Blue is the colour associated with the so-called the Democratic Alternative in Zimbabwe movement allegedly led by Chamisa.
However, in his opposing affidavit filed at the Bulawayo Division of the High Court, Chamisa said:
<blockquote>
4.1. I deny all the allegations of fact and conclusions of law made in this application in their entirety. I did not despoil any person of any premises or offices anywhere in Zimbabwe and I have certainly not done so in Bulawayo. I have set of offices which are located in Harare. I am presently not with any movement, grouping political party. I did not direct, require, or encourage anyone to take over the premises which are referred to by the deponent to the founding affidavit as attributed to me. I resigned as the leader of the Applicant and since that resignation I have not physically been to Bulawayo. I completely have nothing to do with the Applicant.
4.2 If there is anyone in occupation the deponent to the founding affidavit knows who they are and that its not me. The Applicant must sue those people, if ever they exist, and instead of harassing me.
4.3 I submit that this application is a revolting abuse of Court process to grandstand and seek relevance by the deponent to the founding affidavit through dragging my name into this charade. The claims that I have despoiled the Applicant because some premises which I have no connection to have been painted blue and my face has been painted on the wall of the premises is completely bizarre. My image and name have been appropriated by many people who have no connection to me. In fact, the irony of the application is that since I resigned as the leader of the Citizens Coalition for Change, the Applicant and the deponent to the founding affidavit have continued to use my face on their preferred logo. I wish to reiterate that I have no special association with any colour, any political organisation or any movement.
4.4 The present application is a nuisance and a frivolity in the highest degree which seeks to drag the Court into the deponent’s tired and base political schemes. It is an egregious violation which has been concocted by the deponent to the founding affidavit and other similar minded persons. I believe that for this reason, the deponent to the founding affidavit must be made to pay my costs of suit de bonis propriis on the scale of legal practitioner and client.
WHEREFORE, I pray that the application be dismissed with my costs of suit being paid on the scale of legal practitioner and client by Sengezo Tshabangu.

Chamisa Denies Association With Blue Colour Or Involvement With Any Political Movement

The Zimbabwe People’s Revolutionary Army (ZIPRA) war veterans association said Christopher Mutsvangwa failed them during his stint as the Minister of Veterans of the Liberation Struggle Affairs.
Mutsvangwa, who is the chairman of the Zimbabwe National Liberation War Veterans Association (ZNLWVA), was removed from the Cabinet by President Emmerson Mnangagwa on 03 February this year.
Several ZIPRA members were reportedly abducted at the barracks and made to disappear or killed after their integration into the Zimbabwe National Army soon after independence in 1980.
<a href="https://www.newsday.co.zw/local-news/article/200023639/zipra-celebrates-mutsvangwa-sacking">NewsDay</a> reported ZIPRA Veterans Association secretary-general Petros Sibanda as saying Mutsvangwa failed to address the issue of their comrades killed during the Gukurahundi era and that of pensions for those who were dismissed from the army. Said Sibanda:

We expected him to come out and tell the nation what is going to happen to the comrades, who fell during the Gukurahundi era.
You remember most of the ZIPRA comrades… some dismissed from the army are yet to receive their pensions.
Others have already died. We thought Mutsvangwa was going to do something about that. Maybe he was too busy. He remains our comrade, who slept on duty.
We are not celebrating as such, and we don’t want to be involved in the wars of his political party.
But what I can say is since 2017, when he [Mutsvangwa] went near the corridors of power, we celebrated as veterans of the liberation struggle, anticipating that he would fight for our rights.

Sibanda also said they expected Mutsvangwa as the Minister of Veterans of the Liberation Struggle Affairs to address the matter of ZIPRA properties that were confiscated by the government. He said:

We also thought he would make a follow-up on the vetted comrades who are yet to get compensation.
We hoped he was going to interfere as one of our comrades on the issue of the property rights, convincing His Excellency (President Emmerson Mnangagwa), that the caveat should be removed and return these properties.

ZIPRA was the military wing of the Zimbabwe African People’s Union (ZAPU) party which was led by Joshua Nkomo before it merged with ZANU in 1987.

Chris Mutsvangwa Let Us Down - ZIPRA Veterans

Sengezo Tshabangu has rejected his suspension from the post of “interim secretary-general” of the CCC party by his erstwhile colleagues saying he does not belong to the faction.
Tshabangu told <a href="https://www.herald.co.zw/tshabangu-dismisses-purported-suspension/">The Herald</a> that his faction will soon be in a position to sue individuals and political parties that will use the party name and logo [with Nelson Chamisa’s face] without authorisation. Said Tshabangu:

I don’t belong to that faction so it is a nullity. In no time we shall sue anyone who will use the party name and logo without authorisation from the leadership.
Remember we registered both and as soon as the deeds office advertises and publishes those articles it will mark the end of the road for many.

Last week, a CCC faction which had hitherto been working with Tshabangu announced his suspension for allegedly skipping meetings and hobnobbing with a faction fronted by Welshman Ncube and Jacob Mafume.

Tshabangu Dismisses Suspension By CCC "Interim Steering Committee"

A Citizens’ Coalition for Change (CCC) faction, which had hitherto been working with Sengezo Tshabangu, has suspended the controversial self-imposed secretary-general for allegedly skipping meetings and hobnobbing with a faction fronted by Welshman Ncube and Jacob Mafume.
CCC’s self-appointed interim steering committee chaired by former Entumbane-Njube MP Dingilizwe Tshuma, said its original agenda was not to destroy the CCC but to deal with the imposition of candidates during the August 2023 general elections.
The recalls committee which says is running the CCC includes Tshuma, former legislator for Entumbane-Njube constituency in Bulawayo as chair; Mhlanga (ex-Pumula MP, Bulawayo deputy mayor and deputy chair deputy); Tshabangu (secretary-general); Khaliphani Phugeni (information); Sikhululekile Moyo (interim chairperson for women); Nomvula Mguni (ex-proportional representation MP), Mbuso Siso (treasurer) and Benoni Ncube (youth).
In a statement issued on 22 February, Mhlanga said Tshabangu is now suspended and Ncube is not the CCC leader, but Tshuma is.
Apart from Welshman Ncube and Tshuma, others who claim to be leaders or are said to be the leaders of CCC after Nelson Chamisa left the party last month include Jameson Timba and Promise Mkhwananzi.
The CCC self-appointed interim steering committee also said Ncube’s claim to be the new interim leader is unfounded and rejected. Reads the statement:

The CCC party through its interim standing committee would like to update the citizens of the Zimbabwe International Community, all stakeholders of the change champions that is “Umgwazo” up to the street champions of the new development within the CCC party and in our space within the Governance structure of the country.

The 2019 structure that was announced by Harare Mayor Jacob Mafume appointing Professor Welshman Ncube as an Interim President rotationally (2019 Congress Structure) is a new Party of their own (CCC-W).
While the formalized CCC that fielded double candidates, constitutionalised, recalled and the one that appointed the Interim SG Sengezo Tshabangu is the one that was led by the former President Nelson Chamisa who recently resigned from the CCC Party leaving us with the interim standing committee now led by the Interim Chairman Dingilizwe Tshuma who will lead the party for the next 90 days until a congress date has been set.
The CCC interim standing Committee sat on 21 February 2024 with great concern about the appointed CCC Interim Secretary General Sengezo Tshabangu for not attending our meetings on several occasions through invitations to him and further went on to submit a Bulawayo Senate and Proportional Representation Replacement list to ZEC.
That was not agreed upon by the Interim Standing committee in our last meeting but he submitted his own decided list.
He then went on to engage Jacob Mapfume (The Harare Mayor), Professor Welshman Ncube and Honourable Tendai Biti’s team who were not part of the Interim standing committee that appointed him (S. Tshabangu) as the CCC Interim Secretary General.
The CCC Interim Committee resolved the following in the 21st February 2024 meeting:
a) With immediate effect, the CCC Party has suspended the CCC Interim S. G. Sengezo Tshabangu pending a Disciplinary Hearing.
b) The CCC Interim Standing Committee is disassociating itself from the Professor Welshman Ncube CCC-led Party.
c) The CCC Party Interim standing committee again nullified the Bulawayo Senate and Proportional Representation Replacement List that was submitted by the CCC Interim Secretary General Sengezo Tshabangu to ZEC.
d) All elected members of Parliament, Council, and Senate on 23 August 2023 to remain in their mandated duty up to the end of the term of office.
e) To further consult the stakeholders and citizens on the way forward.

CCC's "Interim Steering Committee" Suspends Tshabangu

The Mayor of Bulawayo, David Coltart has distanced himself from former MDC and PDP members who claim to have taken control of the opposition Citizens Coalition for Change (CCC) party.
This comes after Harare Mayor, Jacob Mafume, who claims to be the CCC’s spokesperson, said Coltart was the party’s Treasurer-General.
Mafume and his allies who include Welshman Ncube and Tendai Biti, purport to have revived the MDC Alliance structures elected by the 2019 Gweru Congress to run CCC.
Coltart, who was elected MDC Alliance Tresurer-General, was among the party’s former bigwigs who snubbed a recent meeting of CCC members who sought to revive the structures from the Gweru Congress.
Responding to an X user who had asked to know his position regarding the remarks made by Mafume, Coltart said he ceased being Treasurer General a long time ago. He said:

That is news to me. I ceased being Treasurer General ages ago. As I wrote in my statement recently I refuse to be drawn into any zero-sum game. The future of Zimbabwe depends on all genuine democrats finding each other and working jointly to defeat tyranny.

Commenting on Coltart’s stance, journalist and government critic Hopewell Chin’ono said opposition political activists must resolve their differences and work together. He wrote on X:

@DavidColtart has rejected Jacob Mafume’s assertion that he is the current Treasurer-General.
This now leads to more questions that need to be asked, questions asking who else was named and yet is not part of the CCC leadership structure in the faction represented by Jacob Mafume as party spokesman.
As the man he has always been, @DavidColtart has maturely advised anyone opposed to ZANU-PF corrupt rule to not fight to kill each other.
He realises that these opposition fights have only one beneficiary, ZANU PF.

Coltart is among the majority of CCC’s elected representatives who resisted pressure to resign after former CCC leader Nelson Chamisa quit the party last month.

David Coltart Rubbishes Mafume's Treasurer General Claims

Recalled CCC Members of Parliament (MPs) are set to refile their appeal at the Supreme Court for the third time after their latest application was dismissed for failing to pay US$5 000 security costs, reported <a href="https://www.newzimbabwe.com/supreme-court-dismisses-recalled-ccc-mps-appeal-after-failure-to-pay-us5k-security-costs/">NewZimbabwe.com</a>.
The former MPs, who were recalled by Sengezo Tshabangu in October 2023, had their first application removed from the roll for being fatally defective in December of that year.
On Thursday 22 February, a three-panel bench chaired by Supreme Court judge, Justice Elizabeth Gwaunza, sitting with Antonia Guvava and Alphius Chitakunye said the former lawmakers should pay US$5 000 as security for costs for their case to be heard.
Speaking to journalists after court proceedings, Advocate Amanda Ndlovu who is representing the former MPs, said failure to pay was not wilful. She added:

We still have not yet been heard on the merits. The appeal has not been dismissed, which means that we still have to sort out the issue of security costs before coming back to court for an appeal.
</blockquote>
Ngobani Ndlovu, who is representing Tshabangu, said the rules of the court were violated and hence the court could not hear the matter.
In December 2023, the Supreme Court ruled the application filed by the former legislators was defective after lawyers failed to comply with the rules of the court in filing the papers.
The lawyers did not cite the other parties involved at the High Court as respondents.
The Supreme Court said parties before the High Court were supposed to be the same before the apex court.
There were two notices of appeal before the Supreme Court.
One was filed on behalf of the first batch of 14 members of the National Assembly who were recalled by Tshabangu and another by the four senators recalled at the same time.
When the appeals were filed separately, those recalled from the Senate were not cited in the appeal filed by the former members of the National Assembly and vice versa.
This was despite the cases having been consolidated for a ruling before the High Court.

Supreme Court Dismisses Former CCC MPs' Appeal

Former CCC leader Nelson Chamisa on Thursday, 22 February, visited the Namibian Embassy in Harare to pay his condolences following the death of the country’s President, Hage Geingob, who passed away on 04 February this year.
Speaking to journalists after he signed a condolence book at the Namibian Embassy, Chamisa said he was representing millions of Zimbabweans who support him. He said:

I am here precisely representing the people of Zimbabwe who believe in the alternative and who have supported and continue to support [me].
You are aware that we recently held our elections, the 23 August 2023 elections. Over two million people voted.
It is those voices I carry, so I don’t need a political party as I come… It’s not about politics, it’s about honouring a giant.
You are aware that President Hage Geinngob was familiar to me, in my capacity as a leader, as a young African, but more importantly in the context of SADC.
So I am here to pay my condolences to this giant, to this great icon, to this doyen of democracy, to the man who contributed so much, not just to Namibia but also to Africa, and not just to Africa but to humanity.
He made a difference. He was a democrat. He was a believer in justice and freedom and he did not arrest opponents, he did not incarcerate those who differed with him.
He held elections without undermining their integrity. He observed the guidelines on elections within SADC, so for that reason we honour him and we are coming here to pay our tribute to the great giant and to say, that he has laid the framework, he has created the path, and ours is to walk in his footsteps.
</blockquote>
Quizzed on his next move after resigning from CCC which he founded in January 2022, Chamisa said:

Once we are ready, like I said, I am going to give Zimbabweans a clear direction.
</blockquote>
Chamisa announced his resignation and dissociation from CCC on 25 January, saying the party had been infiltrated and hijacked by ZANU PF through its proxies.

I Carry The Voices Of Millions Of Zimbabweans - Chamisa

Bikita South Member of Parliament, Energy Mutodi, on Wednesday said ZANU PF has “offered” President Emmerson Mnangagwa a third term in office.
In a post on X, Mutodi, who was attending the Robert Mugabe National Youth Day Celebrations at Mushagashe Training Centre in Masvingo, presided over by Mnangagwa, said:

ZANU PF Masvingo province today offered President ED Mnangagwa a third term in office as president of Zimbabwe.
Amid cheers, whistling and ululations, the provincial chairman Robson Mavhenyengwa chanted the slogan “2030 vaMnangagwa vanenge vachipo!” to deafening applause.

Several ZANU PF functionaries who attended the event chanted a slogan that Mnangagwa (81) “will still be there in 2030.”
Vice President Kembo Mohadi, who took to the podium to introduce Mnangagwa, also repeated the slogan. He said:

Your Excellency, before I invite you to take the podium, I was thrilled by the new slogan. Allow me to chant the slogan.

Mnangagwa, whose second and final term expires in 2028, referred to the new slogan during his speech, He said:

Those saying Mnangagwa will be there in 2030, was there any suggestion that I won’t be there? Only one person knows when I’m going, and that’s Jehovah.
</blockquote>
There is a reported push by Mnangagwa’s loyalists to amend the constitution to scrap term limits so that he can run for the presidency in 2028.
The amendment would have to be approved by two-thirds of lawmakers in the National Assembly, and again in the Senate.
Besides, the constitution says the incumbent cannot benefit from an amendment to a term limit provision.
Vice President Constantino Chiwenga, who is the frontrunner to replace Mnangagwa as he is ZANU PF’s vice president and second secretary alongside Mohadi, missed Wednesday’s event as he is on a trip to Russia.

ZANU PF "Offers" Mnangagwa Third Term

A CCC faction that is led by Jameson Timba has scoffed at pronouncements made by another faction that Welshman Ncube is now the party’s acting president.
In a statement issued this Wednesday, the CCC’s communications department headed by Promise Mkwananzi said the members of the faction led by Ncube are not bona fide CCC members as they derive their authority from the MDC Alliance’s Congress in Gweru of 2019 which was nullified by the courts.
The statement said CCC was formed in 2022 and has no link with MDC Alliance. It also said CCC has no Standing Committee, but its highest policy-making body is the Citizens National Assembly (CNA). Reads the statement:

The CCC has taken note of the desperate, malicious and fallacious claims by Welshman Ncube to the effect that he is now the Acting President of the party.
He claims to derive his “authority” from a defunct Standing Committee elected at a supreme court nullified Congress of the MDC of 2019.
Professor Ncube and Tendai Biti the Co-Vice Presidents of MDCA and Jacob Mafume are lawyers and should know better that they cannot claim legitimacy from a process that the Supreme Court nullified. You cannot put something on nothing and expect it to stand
The CCC want to categorically state that Prof. Welshman Ncube is not its Acting President and that he and his lot are caught in a time warp.
The lot is merely advancing a factional and divisive agenda aimed at disrupting the peace and progress of the Citizens movement.
The Citizens Coalition for Change was founded on January 24, 2022, as a new formation and legal entity, separate in structure, formulation and leadership from the MDC and/or MDC Alliance.
It is these fundamental distinctions between the CCC and the MDC-A which isolated these factional and divisive characters from the citizens’ project.
It must be stated for completeness that both Tendai Biti and Welshman Ncube have not been active members in good standing of the CCC having only attended not more than two of the 25 CNA meetings held to date.
The highest policy-making body of the Citizens Coalition for Change is the Citizens National Assembly (CNA) which is constituted of representatives from all the sixty-three districts in Zimbabwe plus Harare and Bulawayo.
The management of the party has always been through its bureaus, namely, Administration, Organising, Elections, Communications, International Relations, legal, Welfare, Youth and Women.
The Administration Bureau now led by Senator Jameson Timba and composed of all Bureau Chiefs plus ten Provincial representatives is in charge of the party following the resignation of the Change Champion In Chief.
There is no Standing Committee in the structure and anatomy of the CCC. The mandate of the Bureau of Administration and its leadership is derived from the Citizens National Assembly (CNA) as given on January 30, 2024.
We have taken note of the desperate and futile attempts at a reincarnation by the failed MDC-N and the PDP through public statements by Tendai Biti, Jacob Mafume and Welshman Ncube who now seek to claim paternity and leadership of the CCC.
It has now become clear to any reasonable person that these gentlemen and their cohorts have always been a part of the coordinated attack on the Citizens’ movement through the numerous recalls.
Their agenda is to reverse the democratic will of Zimbabweans across the country. And, as clearly articulated by Prof. Welshman Ncube, these are the handlers of Sengezo Tshabangu.
The apparent attacks directed at the CCC have been to the benefit of ZANU PF, which now holds a 2/3 majority in the Lower House.
This demonstrates beyond a shadow of a doubt that Welshman Ncube et al have become enemies of the citizens’ aspirations for democracy and prosperity in Zimbabwe.
We wish to assure the Citizens of Zimbabwe and all progressive forces that the leadership of CCC will defend the people’s project from the machinations of these characters.
They will not stop our march to freedom, democracy, prosperity and the transition to NEW POLITICS.
Further, our CCC Leadership, the CNA and all party deployees in Parliament and Councils are undeterred and remain focused on addressing the plight of citizens amidst a growing economic meltdown in the country.
In the meantime, citizens are advised that the Supreme Court will tomorrow, the 22nd of February 2024 at 9:30 am, sit to determine an appeal filed by our deployees against the decision of the High Court per Justice Mutevedzi which dismissed their application in October 2023.
The said application was filed challenging the authority of the imposter, Sengezo Tshabangu to effect recalls of CCC Members of Parliament.
Citizens are encouraged to come out in solidarity with their elected representatives and the party.

Welshman Ncube And His Colleagues Are Not CCC Members - Mkwananzi

Job Sikhala claims he was kept in pre-trial detention at Chikurubi Maximum Security Prison for nearly 600 days because of false claims he had been co-opted into an alleged plot by Vice President Constantino Chiwenga to overthrow President Emmerson Mnangagwa.
In an interview with media businessman Trevor Ncube, Sikhala claimed he was being punished for alleged links to an imaginary coup plot. He said:

The most dangerous rumour which hardened my oppressors, which was spread and false, I want this to be known by everyone.
[It] was that Job Sikhala in whatever he has been doing or whatever he was doing has been used and was working in collusion with General Chiwenga to overthrow Emmerson Mnangagwa’s presidency in this country.
A pure lie created, I don’t know for what purpose. So when this rumour was also conveyed to my oppressors, my oppressors became hardened through a lie.
I have never met General Chiwenga. I don’t know where this rumour emanated from and for it to be said I still wonder up to present what the intention was.
The only time I met him was in July 1997 some 20-plus years ago when we as student leaders visited the state house after an invitation to a meeting by the late President Robert Mugabe.
To go and solve issues why we have been causing demonstrations at the University of Zimbabwe, and what were our grievances.

The 51-year-old former Zengeza West MP spent 595 days at the country’s largest prison over violence incitement charges.
He was later convicted and handed a wholly suspended jail sentence over the offence which he has vowed to appeal at the High Court.

Sikhala Claims Long Pre-trial Detention Linked To False Plot To Overthrow Mnangagwa

CCC acting president Welshman Ncube has accused former party leader Nelson Chamisa of autocracy and authoritarianism and turning the party into a theocracy before he resigned last month.
In a wide-ranging interview with Bulawayo-based online news outlet CITE on Tuesday, Ncube said Chamisa’s leadership style created the crisis bedevilling the Citizens’ Coalition for Change (CCC) party. He said:

We got here because we now had a situation where(by) collectively, the democratic collective leadership no longer worked as one and we were unable to meet as elected individuals, as elected leadership, to address the challenges that we were facing.
We had suspended meetings of the national council. Some of us believe that we are fighting ZANU PF which is authoritarian, which is undemocratic and which has one centre of power. We must demonstrate that we are the opposite of ZANU PF.
We must do while in opposition things we are expected to do when we get into government, not running an autocratic, an authoritarian, theocratic opposition then expect sincere genuine people to believe that once in power, you no longer believe in autocracy and theocracy.
These are the differences we had in opposition.

Ncube was recently appointed CCC president, albeit on a rotational basis alongside Tendai Biti and Lynette Karenyi Kore.
The three politicians were elected MDC Alliance vice presidents at the party’s Elective Congress held in Gweru in 2019, with Chamisa as the president.
They remained in their positions until January 2022 when the MDC Alliance rebranded to CCC but gradually lost their influence as Chamisa began to increasingly centralise power in his hands.
Ncube said he was elected to be the first acting president of the opposition because of his seniority. Ncube said:

Now that the president of the party had resigned and dissociated himself from the party, we needed to step up to the plate, take responsibility and ensure that the party is brought back on track, and hence that we will rotate.
The standing committee decided that I would go first as being the most senior of the three vice presidents as elected at Gweru, therefore, I have been mandated in the next 90 days to do all that I can, working with the other vice presidents, working with the secretariat of the party, working with the rest of the departments of the party to address the challenges that the party face today.

Ncube revealed that he last spoke to Chamisa two months ago. He also distanced himself from the recall of dozens of CCC MPs and councillors that was spearheaded by Sengezo Tshabangu.

Chamisa Turned CCC Into A Theocracy - Welshman Ncube

CCC’s acting president Welshman Ncube has taken a subtle dig at the party’s former leader Nelson Chamisa saying he will not run away from the challenges facing the party.
Chamisa unexpectedly left CCC on 25 February this year, saying the party had been infiltrated and hijacked by ZANU PF using its agents.
Chamisa’s decision to quit CCC came after State institutions such as Parliament, the courts and the Zimbabwe Electoral Commission (ZEC) enabled Tshabangu to field double candidates during elections and by-elections and also to recall the party’s representatives in defiance of Chamisa.
Speaking to <a href="https://cite.org.zw/ncube-denies-controlling-tshabangu-blames-him-for-ccc-recalls/">CITE</a>, Ncube said he will not run away from the challenges currently bedevilling the opposition but will face them head-on. He said:

The Tshabangu issue is not in the past. The fact that you have pending court cases is not in the past. All of these things are current, and we have a mandate to address them.
We are not going to run away from these challenges. We are going to confront them head-on. It is our job as politicians to solve problems, to confront problems, and we hope that we will succeed.

Ncube acknowledged that the party is grappling with factionalism which has to be tackled. He said.

There are fundamental differences in the party. There are differences in respect, out of which we no longer had a forum to address because we had suspended the meetings of the organs of the party as we knew them.
We had suspended meetings of the standing committee and the national council. The national council last met on the 22nd of January 2022.
We should not gloat over some of these differences if we are being honest and not deceitful politicians.
These differences do arrive in life and politics; they are genuine political and ideological differences.

Welshman Ncube Takes Subtle Dig At Chamisa, Says He Won't Run Away From Tshabangu

CCC acting president Welshman Ncube has denied allegations that he was Sengezo Tshabangu’s handler and responsible for the recalls of the party’s Members of Parliament and Councillors in 2022.
There were claims that Ncube and Tendai Biti were behind Tshabangu and were using him to decimate the opposition party to spite party leader Nelson Chamisa.
However, speaking to <a href="https://cite.org.zw/ncube-denies-controlling-tshabangu-blames-him-for-ccc-recalls/">CITE</a>, Ncube said he only got to know about the recalls when a friend based in the diaspora called to inform him. He said:

The truth of the matter is that I, as an individual, first learned about the first wave of recalls from a friend in the diaspora.
They called me and said, ‘Nelson Chamisa has recalled people.’ I said, ‘No, that’s not possible.’ They insisted there was a letter in parliament recalling people.
I said, ‘It’s not possible. Give me the names of the people who have been recalled.’
They gave me the names, and I said, ‘Chamisa can’t recall the names of the people you are saying, because some of them are his closest friends and allies. It’s not possible.’
They said there was a letter, and they sent the letter signed by Sengezo Tshabangu.
I said, ‘But Tshabangu is not the interim SG of CCC.’ I called him asking if he signed it, and he said, ‘Yes, I wrote it.’
I said, ‘Like how? You do this without even telling some of us?’ He said, ‘We knew,’ using a plural pronoun, ‘we knew that you would not approve, but we did it.’

Ncube said the second wave of recalls occurred while he was mourning his late mother. He said:

The people who came to the funeral said to me, ’73 people have been recalled,’ and I said, ‘Really?’ They said, ‘Yes, the letters have gone.’
I again called Tshabangu and said to him, ‘Have you recalled these people?’ He said, ‘No, I haven’t recalled people.’ 
So, I assured people that I had spoken to Tshabangu, and he said he has not recalled anybody.
Then when 23 people were recalled, I called him again. I said, ‘But you said you haven’t recalled anybody.’
He said, ‘No, I said I hadn’t recalled 73 people. I didn’t say I hadn’t recalled anybody.’
I said, ‘But surely you should have then said it’s not true that 73 people have been recalled, only 23 people have been recalled.’
So, this couldn’t have been happening if Tshabangu was not his own man. If Tshabangu was controlled by me, and I know for a fact that VP Biti didn’t control Tshabangu, he was as much in the dark as I was.

Chamisa eventually quit CCC alleging the party had been captured by ZANU PF through proxies.

"Tshabangu Was Acting Alone", Welshman Ncube Denies Complicity In CCC Recalls

Former Zengeza West Member of Parliament Job Sikhala (CCC) has claimed that ZANU PF abused State institutions to keep him in prison during the 2023 general election to block him from participating in the polls.
In an interview with Alpha Media Holdings chairman Trevor Ncube on the platform In Conversation with Trevor, Sikhala said ZANU PF was afraid he would cause “pandemonium” in the event of a rigged electoral outcome. He said:

I had the opportunity to meet some of the people from my oppressors’ camp in prison and generally, I was so inquisitive to know the reasons why this thing was being done to me.
They did not want me to be available during the 2023 general elections for the purpose that they were afraid that I would cause chaos and pandemonium in the event of a rigged electoral outcome.
This is one thing that they said that (Job) Sikhala must not be allowed to be present during the election period.
They never wanted me to be a strong backup for Nelson Chamisa’s presidential candidature against his opponent during the elections; they said that it (would have strengthened) Chamisa to the extent that this (could have caused) trouble in this country.
They wanted to cultivate animosity and hostility because, during the process of the incarceration, they were spreading counterintelligence rumours to the peers of (Nelson) Chamisa and my other peers who were outside to create (a) wedge and hostility between the two of us.
Sikhala was in pre-trial detention at Chikurubi Maximum Security Prison from June 2022 to January 2024 for inciting public violence following the murder of opposition activist Moreblessing Ali.

Soon after he was released from jail, Sikhala announced his resignation from the CCC party and declared his intention to form a new political movement.

ZANU PF Kept Me In Prison For Fear Of Losing 2023 Elections - Sikhala

ZANU PF activists have begun campaigning for President Emmerson Mnangagwa’s third term, a few weeks after the ruling party attained a two-thirds majority in the National Assembly.
The slogan “2030 vaMnangagwa vanenge vachipo” loosely translated to “In 2030 President Mnangagwa will still be in office” is now in common use.
ZANU PF attained a two-thirds majority in the National Assembly following the by-elections held on 3 February 2024.
ZANU PF now has 190 seats (150 directly elected through first past the post, 33 proportional representation for women and seven youth quota) out of 280 seats in the National Assembly.
However, ZANU PF does not and cannot have a two-thirds majority during the tenure of the 10th Parliament.
In the August 2023 harmonised elections, ZANU PF obtained 33 out of 80 seats in the Senate and will therefore need 21 seats to get a two-thirds-majority which is required to pass a constitutional amendment on its own.
This is possible because 18 of the Senators are traditional leaders and the majority of CCC senators are reportedly aligned to CCC activist Sengezo Tshabangu who recalled a sizeable number of the opposition party’s MPs leading to by-elections that secured ZANU PF a two-third majority in the lower house of Parliament.
But even if ZANU PF attains a two-thirds majority in both the Lower House and the Senate to change the constitution to remove the presidential term limit, Mnangagwa cannot benefit from the change, but his successor.

ZANU PF Activists Initiate Mnangagwa’s Third-term Campaign

Promise Mkwananzi has announced that Harare Mayor Jacob Mafume is no longer a member of the Citizens Coalition for Change (CCC) party. Mkwananzi stated that Mafume was dismissed for associating with the party’s disputed secretary general, Sengezo Tshabangu. This came after Mafume declared that the CCC faction led by Tshabangu held a meeting in Bulawayo and appointed interim presidents for the party.
Mafume explained that Welshman Ncube, Tendai Biti, and Lynette Karenyi-Kore were selected as interim presidents, with each leader serving for 90 days before passing the role to the next person. Ncube would be the first to assume this position. Mafume was elected as the party’s national spokesperson, taking over from Promise Mkwananzi in August 2023, who had held the position previously.

During the meeting, it was also decided to reactivate the MDC 2019 congress posts, resulting in Chalton Hwende resuming the position of secretary general. These appointments are temporary until the party conducts an elective congress to choose permanent leaders, according to Mafume. However, in a statement seen by Pindula News, Mkwananzi, who still identifies himself as the CCC spokesperson, declared that these appointments hold no validity, implying internal factional conflicts within the party. Mkwananzi said:

We have called the present press conference to update the citizens of Zimbabwe, the International community and all stakeholders of the change project on several key developments within the party and in our spaces within the governance structure of the country.
As you may now be aware, the party’s founder and leader, President Advocate Nelson Chamisa resigned as leader and head of the Citizens Coalition for Change; a history which we shall not regurgitate at this presser. It is at the backdrop of the said resignation that the party’s Citizens National Assembly convened and resolved the question of the leadership vacuum occasioned by the President’s resignation from the party. The undoubted consensus within the party’s membership and progressive leadership is that the President had become a target of a deliberate project sponsored by the parallel state and implemented by a fatigued and positions hungry lot seeking to sustain a Zanu PF rule in Zimbabwe.
It is important that we clarify that the resignation of the President was by no means intended to burn the party and its assets to the ground. The resignation has in fact breathed life to and sustained the fight for democratic transition in our country.
The struggle for democratic transition in Zimbabwe is undergoing a transition. That transition, entails the falling away of an old culture, old tendencies and old politics and to some extent, old personalities and characters. There is an unstoppable and refreshing birth of the new; characterised by a new culture of politics that is people centred as opposed to being position centred. The sacrifice by President Nelson Chamisa to abandon an institution which he founded must be understood in the context of this painful but real transition. We have to assert at this juncture that the CNA has resolved that the CCC and its deployees (MPs and Councillors) remain committed to the transitional process which will deliver a New Great Zimbabwe led by Adv. Nelson Chamisa.
Let there be no doubt, the party and its membership, represented by the resolutions of the CNA has given the task of managing the internal transitional processes of the party to Senator Jameson Timba who leads the Administration Bureau of the party with representation from all the ten provinces in Zimbabwe. Senator Jameson Timba, a senior political leader within the democratic movement in Zimbabwe carries a collective and technical mandate of running the affairs of the party ahead of President Nelson Chamisa’s treatise on the next step. In conformity with his mandate, Senator Jameson Timba announced a series of key appointments in the party’s Parliamentary leadership structure which has been confirmed by the Parliament of Zimbabwe.
All party deployees in Parliament are called upon to co-operate and work with the stated leadership in executing the party’s legislative agenda and in advancing the interests of the citizens. Any acts of insubordination, sabotage and rebellion shall be considered an affront to the country’s democratisation agenda and shall be meted with legal and political processes to ensure struggle discipline.
The party has taken note of the growing concerns around numerous evictions which have been carried out by the ZANU PF government in various parts of the country. We are concerned with the obvious affront to human rights and livelihood of many Zimbabwean citizens affected by what appears to be consequences of an unclosed chapter of a fractured land reform program. The party has thus appointed its Legal and Parliamentary Affairs bureau head, Honourable Agency Gumbo to lead a commission constituted by Members of Parliament and Councillors to embark on a national fact finding mission which will inform the party’s response to this growing national concern.
We further wish to communicate, unequivocally to the public, that there is a team which is presently moving around provinces carrying a special mandate of informing our base on the state of affairs in the democratic alternative. We dispel any notion and or innuendos thereof, by our detractors who seek to suggest a rift and lack of consensus on the strategic steps which are a parcel of the party’s internal transitional process. Without saying much, we advise the citizens of Zimbabwe to remain vigilant and understand that there is cohesion in the processes currently underway.
We have taken note of some rotten apples seeking to further the contamination within the party and its deployees. We have heard timid whispers emanating from Holiday Inn in Bulawayo wherein one Jacob Mafume mischievously makes pronouncements about the leadership of the CCC. We state categorically that the said pronouncements are null and void and are not a representation of the collective wisdom and resolution of the Citizens National Assembly.
We wish to state that Mr Mafume is not authorised to speak for and on behalf of the party, his obvious link with Sengezo Tshabangu and the unlawful recalls has now been confirmed. His reference to a supposed link between the CCC and the leadership of the MDC A is not only mischievous but a confirmation that he has ceased to be a member of the CCC. Accordingly, any deployee or leader of CCC who associates with this mischief will automatically cease to be a member of the party and the relevant political and legal consequences shall ensue.

Promise Mkwananzi Says Harare Mayor Jacob Mafume No Longer A Member Of CCC Party

The National Standing Committee of the Citizens Coalition for Change (CCC) faction led by disputed interim Secretary General Sengezo Tshabangu, held a meeting in Bulawayo on Saturday to select an interim president for the party.
During the meeting, it was decided that <a href="https://www.pindula.co.zw/Welshman_Ncube/">Welshman Ncube</a>, <a href="https://www.pindula.co.zw/Tendai_Biti/">Tendai Biti</a>, and <a href="https://www.pindula.co.zw/Lynette_Karenyi/">Lynette Karenyi-Kore</a> would serve as interim presidents on a rotational basis. Each leader will serve for 90 days or three months before passing the responsibilities to the next leader. Welshman Ncube, a lawyer and former Minister of Industry and Commerce, will be the first to assume the role.
<a href="https://www.pindula.co.zw/Jacob_Mafume/">Jacob Mafume</a>, a lawyer and the Mayor of Harare, was elected as the party’s national spokesperson, a position previously held by Promise Mkwananzi since August 2023, after taking over from Fadzayi Mahere.
The meeting also decided to reactivate the MDC 2019 congress posts, which means Chalton Hwende (Kuwadzana East MP) will resume the position of secretary general.
These office-bearers will serve until the party holds its elective congress to choose permanent leaders.
The CCC has been facing a leadership crisis since the aftermath of the 2023 harmonised elections when Tshabangu claimed that he was the party’s interim secretary general. He recalled some Members of Parliament and councillors, arguing that they were imposed on the electorate by Nelson Chamisa, the former party president and that they had ceased to belong to the party.
As the recalls continued, Chamisa resigned from the party, stating that it had been infiltrated and taken over by the ruling ZANU PF party and its allies in the CCC. Since Chamisa’s departure, factions within the party have been vying for control. Promise Mkwananzi asserted that he was the acting president until the party congress, which is yet to be announced. Additionally, some members have resigned from the party Parliament and local authorities in solidarity with Chamisa.

The Citizens Coalition for Change (CCC), Zimbabwe’s main opposition party, has revealed its leadership in Parliament. The Speaker of Parliament, Hon Advocate Mudenda, announced the appointments during a Parliament session that concluded with a two-week recess. In a statement released by the party on February 16, 2024, it was disclosed that Clifford Hlatywayo has been appointed as the Leader of the house in the National Assembly.

Advocate Agency Gumbo (MP Hatcliffe) was assigned to head the Bureau of Legal and Parliamentary Affairs. His role is to collaborate with the CCC leadership in Parliament and establish a connection between the Party leadership in the Bureau of Administration and the Parliament leadership. This coordination aims to define and implement the citizens’ agenda within the parliamentary space.

The CCC Reveals Leadership In Zimbabwe Parliament

Botswana’s coalition of opposition parties has slammed the country’s electoral body for travelling to Zimbabwe to benchmark its election procedures, reported <a href="https://www.voanews.com/a/botswana-opposition-slams-electoral-body-for-benchmarking-in-zimbabwe-/7487587.html">VOA</a>.
In business, benchmarking is the process of measuring business performance against competitors and high-performing companies.
A delegation from Botswana’s Independent Electoral Commission (IEC) visited Zimbabwe from 13 to 14 February ahead of the country’s general election later this year.
Utloile Silaigwana, Zimbabwe Electoral Commission (ZEC) chief elections officer, told journalists in Harare that Botswana’s Independent Electoral Commission’s focus was on “management of electoral activities and how to conduct elections.”
Sialigwana also said Botswana’s visit is an endorsement of ZEC’s conduct of the elections.
However, Ketlhalefile Motshegwa, spokesperson for the opposition Botswana National Front, expressed disappointment at the commission’s two-day trip to Zimbabwe. Said Motshegwa:

One would have expected the IEC to benchmark in more developed democracies and systems with effective electoral institutions as an indication that they want to achieve excellence in their mandate.
The mission of Botswana’s IEC benchmarking in Zimbabwe is simple: Just to learn how to rig an election.

Lawrence Ookeditse of the Botswana Patriotic Front said Zimbabwe cannot run credible elections. He said:

We know that Zimbabwe for the past two decades has not been in a position where they have run credible elections. The election has been stolen time after time.
We see a situation where in the middle of an electoral process, the IEC in Botswana says they are going to Zimbabwe to benchmark.
If you want to benchmark to run elections, you are not going to go to Zimbabwe.
</blockquote>
Meanwhile, addressing Parliament on Tuesday, Botswana Vice President Slumber Tsogwane, said there was no need to disparage Zimbabwe. He said:

It [Zimbabwe] is a sovereign state, and these people are our neighbours. Yes, some [election] observers might have said what they said, but this has been said about many [other] countries.
But we can’t come here and castigate Zimbabwe. Zimbabwe is a sovereign state, [which] is doing as well as any other country. If you have nothing to say good about Zimbabwe, just keep quiet.
</blockquote>
Silaigwana said other electoral organisations from the region, including from Lesotho and Ethiopia, have visited to benchmark on conducting elections.
Zimbabwe’s 2023 general elections were criticised by international observers who said they fell short of international standards and were conducted in an atmosphere of intimidation and fear.
