Zimbabwe Introduces Basic State-funded Education From ECD Up To Form Four

Zimbabwe has through the Education Amendment Act that was gazetted last week Friday made it mandatory for parents to send their children to ECD before they go to grade 1 all the way to form four.

It also states that parents who fail to send their children to school shall be fined $4 800, or shall be jailed for a maximum of two years.

The Act also says that “basic education” shall be “state-funded”. It also defines basic State-funded education as education from ECD up to Form Four, adult education up to Form Four, and any other category declared by the Minister of Primary and Secondary Education in a gazetted notice.

Pupils shall not be required to pay fees or levies and the State shall provide them with learning and teaching material, facilities, infrastructure and resources.

However, the amendment Act does not abolish school fees in toto as it states in another amended clause that the Education Minister shall continue to set school fees at State schools and when doing so, shall take into account the “location and status” of the schools.

The development comes when some parents and or guardians are failing to send their children to school citing economic hardships.
