Police warn officers against withholding drivers’ licences

Traffic officers are not allowed to withhold drivers’ licences at roadblocks, as it is against their mandate, police have said.

The Officer Commanding Mt Darwin Police District, Chief Superintendent Michael Mumanyi, said this when he led the 2026 Zimbabwe Republic Police Client Service Charter Reinvigoration at Madziwa Township.

He said motorists should know that officers may inspect drivers’ licences but have no right to unlawfully withhold them. Under Section 72 of the Road Traffic Act [Chapter 13:11], motorists are required to comply with lawful police instructions to provide their particulars.

Chief Superintendent Mumanyi also urged officers to desist from corruption and uphold professional standards when serving the public.

“We shall be transparent, accountable and respectful in all our dealings with everyone, every motorist. We shall exhibit appropriate police customer care practices. We shall not withhold driver’s licences without consent from the owner,” he said.
