Property owners across Harare are being ordered to remove all illegal billboards, murals and banners erected on road servitudes and private buildings without Council approval.
In a public notice issued on Thursday, 30 April 2026, Acting Town Clerk Engineer Phakamile Mabhena Moyo said the erection of advertising structures without permission contravenes the Harare Control of Advertising By-Laws (1981) and the Road Traffic Act [Chapter 13:11].
“All offenders must remove illegal advertising structures; or visit the City of Harare Advertising Section to regularise and pay required fees,” said Moyo.
And in a stark warning to those who ignore the order, the City said: “Non-compliance will result in removal of the structures by the City at the offenders’ cost.”
With illegal adverts plastered on walls, buildings and road servitudes across the city, the council say the move is long overdue.
