The government is planning major reforms to ensure mining companies comply with environmental rules. One key proposal could allow companies to lose their operating licences if they break these rules.
In an interview with NewsDay, Mines and Mining Development Minister Winston Chitando said the upcoming Responsible Mining Initiative Part 2, to be launched soon, will include strict penalties for companies that fail to restore damaged land or operate outside environmental laws. Said Chitando:
“The government takes the issue of the environment very, very seriously.”
“This new phase will address head-on the issues relating to environmental damage, which will include loss of mining title.”
Chitando said the new policy builds on the original Responsible Mining Initiative, which aimed to encourage lawful, ethical, and sustainable mining.
The second phase goes further by introducing mandatory rules, clear penalties, and enforcement measures, rather than relying on voluntary compliance. Said the Minister:
“At the moment, there is no provision for loss of mining title where operators or holders of mining concessions do not comply with environmental laws.
“This will change under Responsible Mining Part 2. Every operator must comply, no exception.
“The Responsible Mining Initiative Part 2 will outline not just penalties but also proactive measures to ensure environmental protection from the start of mining operations.”
Chitando, however, declined to provide further details, saying the document will speak for itself once it is launched.
