City Parking, a subsidiary of Harare City Council, has announced some changes to parking rules and enforcement with effect from the 10th of March 2023.
In a statement seen by Pindula News, City Parking said:
Following consultations with key stakeholders concerning City Parking enforcement operations, the following changes shall be made effective the 10th of March 2023:
1. Unpaid vehicles shall be clamped and fined $132.00 or equivalent after a 30-minute grace period.
2. Paid vehicles shall be clamped and fined $132.00 or equivalent after an hour’s grace period from expiry.
3. The level of the fine can only be reviewed through a budgetary process which the city council is looking into.
4. Make use of our WhatsApp bot on 0719515601 or dial *192# for convenient self-service parking.
5. It is expected that these changes will bring relief to the motoring public and increase compliance and order in the public interest.
6. Please pay for parking to avoid inconveniences associated with clamping.

This comes after a public uproar after motorists were fined US$130 cash. The uproar prompted the Minister of Local Government, Public Works and National Housing, July Moyo, to appoint a team to investigate City Parking’s operations.
The issues that are being investigated include the parking fees; the average daily collection levels; the shareholding structure between Council and City Parking; the role of the Municipal Traffic Police in Parking; the relationship, if any, between the ZRP Harare Traffic and City Parking.
Harare City Council gave City Parking marshals authority to clamp and fine traffic offenders in the Central Business District (CBD).
BOYCOTT THE CBD AS MUCH AS POSSIBLE
This is still too much. In some of the big cities of the world,parking fines never come anywhere near tha It only shows that Harare City Council has no idea of the value of the U$. And CCC hope to form the next government.
We need a holistic approach not finger pointing, workers are paying taxes in RTGS up to +50% of their salaries, above all they then pay IMMT tax, transaction charges at point of sale…in short no one see anything wrong about that

Still barbaric. Why $132? For what? A very good way to frustrate people and discourage them from getting into the CBD; seriously affecting the sales of CBD businesses. War against own people, very pathetic!
I was clamped after paying the parking fee,just a few minutes after for stepping on the parking line by my wheel,heartless people,Let us not be bitter for people driving cars.They worked for them.
That’s what you get for putting in power madofo from both parties. Kutongwa nema teacher, gunners, purisa zvaro, ma lawyer, maBishop people with no records of producing anything that works. Objection your honour, constitution, ndini munhu wamwari, ndaka derailer train…Asanye sana. Chagadzirwapo zilch! Just talk, steal and pillage is all they know. Ask yourself “What has this person achieved in their own live that qualifies them to apply the same leadership expertise at national level? Most of them are 3points BA at most. The rest are school dropouts who become party functionaries. You park your car on a filthy parking bay. They can’t even clean the streets. They collect IMTTax to line up their pockets with money that already paid PAYE. You no longer have to worry about thieves as in Smith’s time. The thieves are now formal and doing it at law. Laws that do not say how your money is used.

This is very good way of controlling congestion in town. Keep it up City Parking. Vanhu Manga majaira zvemahara. Pay your parking fees to avoid being clamped period.
Dambudziko hombe nderevanhu vano clamber motokari , they are like programmed robots and vanezhara too much. Half the money ndeyawo and half to the City parking .
These prices just promote more corruption the guys who do the clamping are the ones that make more money at the end of the day.
