- First round – 28 teams that were ranked in 2019 on the positions from 27 to 54 play in a two-legged-tie in a home-and-away game. This allows appointing 14 winning teams.
- Second round – 26 teams from the top of the 2019 ranking table, as well as 14 winners from the first round, are divided into groups and play round-robin matches home-and-away. There are ten groups.
