"ED Must Proclaim By-elections If Two Conditions Are Met"

ZANU PF crusader, Kudzai Mutisi has said President Emmerson Mnangagwa should only consider proclaiming by-elections when 70 per cent of the population has been fully vaccinated and when the United States of America has removed sanctions on Zimbabwe.

He speaks amid increasing calls by various stakeholders for Mnangagwa to proclaim elections that would replace mainly MDC Alliance councillors and Members of Parliament (MPs) who were recalled by the MDC T led by Douglas Mwonzora. Mtisi said:

🇿🇼@usembassyharare sanctions are removed. Otherwise, there is no need to endanger lives & waste resources. Zim is under cruel sanctions.

The government last year suspended by-elections indefinitely citing the prevalence of the coronavirus pandemic. The country was experiencing a second wave that was attributed to complacency during the festive season.

The Zimbabwe Electoral Commission (ZEC) says only president Mnangagwa can proclaim election dates in the country.

Zimbabwe has only vaccinated about three million people and is targeting to inoculate about 10 million people, about 60 per cent of the whole population.

Among concerned stakeholders is the opposition MDC Alliance led by Nelson Chamisa which argues that it was greatly affected by the recalls.

The U.S. Embassy in Harare recently asked when Zimbabwe was going to hold the elections suggesting that the coronavirus pandemic was not an excuse since neighbouring countries including Zambia, South Africa and Malawi managed to hold successful elections in the same environment.

Analysts say delays in replacing recalled or deceased officials affect service delivery.

Some argue that the ruling ZANU PF does not want to proclaim the by-elections since most of the seats were left vacant were being held by members of the opposition and are likely to be filled by opposition members.
