City Of Harare Fined $800 000 For Failure To Collect Refuse

Harare City Council has been fined $800 000 by the Environmental Management Agency (EMA) for failing to collect refuse regularly in and around the Central Business District.

EMA’s Provincial Education and Publicity Officer for Harare Metropolitan Batsirai Sibanda said this year alone, City of Harare had been fined three times for failing to collect trash. She said:

EMA has fined City of Harare $800 000 for failing to maintain a waste collection frequency that minimizes accumulation and avoids decomposition of waste on designated sites in Harare CBD, which is in contravention of section 14(1) of Statutory Instrument 6 of 2007 that is responsible for Solid Waste Management issues.

This year alone, the Agency has served City of Harare three Environmental Protection Orders for non-refuse collection and failure to remove illegal dumps in areas that include Mbare, Budiriro and in the CBD.

Sibanda warned the council that EMA will continue to monitor refuse collection and if there is no improvement, the Agency will take further action.

  1. Another area EMA should monitor is corner Fife Av/3rd St. No sooner is refuse collected – on a very irregular basis – and within days it is piled high. Trucks pull up alongside and simply dump waste.
