BCC Mulls Demanding Top Ups From Stands Pre-Sale Beneficiaries

Bulawayo City Council, BCC is reportedly considering having residents in the Metropolitan City who benefited from the stands pre-sale to pay more money for the council to provide them with key services that include water, sewer, and roads, The Sunday News reports.

BCC reportedly reached this decision after Private developers they engaged to develop the stands abandoned the project and the council is looking for a way forward to complete the project hence the decision to possibly get the funds to service the stands from the beneficiaries.

The matter came to light in a letter seen by the publication from the local authority’s director of engineering services to a beneficiary of the Magwegwe Extension Council project that reportedly reads in part:

The council resolution on these stands is to terminate the contract with the contractor and re-engage with beneficiaries on the way forward with a view of topping up payments to cover outstanding works.

The contract was successfully terminated in May 2020 and re-engagement is scheduled for any time before the end of December 2020. The outstanding works are estimated to cost US$1 740 000, the duration of servicing the area will be highly dependent on the strategy engaged vis-a-vis availability of funds to undertake these works

All the funds received from the beneficiaries will be used for the servicing of the residential stands. Please note that the servicing is full cost recovery. With the various maintenance programmes planned by Council, a scenario of fully pledging Council equipment for the servicing projects is not possible, although cost cutting measures where possible on plant hire can be engaged

BCC introduced the concept of stands pre-sales in that would see residents prepaying for stands and the council, in turn, uses the proceeds to develop the stands bought by the residents.
