Rwanda Reopens Fitness Facilities & Swimming Pools

The Cabinet of Rwanda on 27 November reviewed Covid-19 preventive measures and approved the reopening of fitness facilities and swimming pools. We present the statement in full below.

On Friday, November 27th 2020, His Excellency Paul KAGAME, the President of the Republic of Rwanda chaired a Cabinet meeting at Urugwiro Village. 1. The Cabinet approved resolutions of the previous meeting held on November 11th 2020. 2. The Cabinet reviewed measures to contain spread of the COVID-19 pandemic. All existing measures and guidelines shall remain in force (including prohibition of movement from 10 PM – 4 AM) with the exception of the following changes that will take effect immediately. • Gyms and swimming pools shall resume operations upon assessment of compliance with COVID – 19 preventive measures. The relevant institutions will provide detailed guidelines. • Live performances and cultural shows will resume gradually upon fulfillment of COVID – 19 preventive measures. The concerned institutions will provide detailed guidelines. Measures will be reviewed after 15 days upon a health assessment.

Citizens are reminded of the critical importance of complying with health measures including physical distancing, wearing face masks and hand hygiene. Penalties will be applied for non-compliance. 3. The Cabinet approved the following draft laws: • Draft law governing collective investment schemes in Rwanda. • Draft law approving the ratification of a financing agreement, between the Government of Rwanda and the International Development Association (IDA), for the second urban development project, signed in Kigali, Rwanda on November 12th 2020. • Draft law approving the ratification of a grant agreement, between the Government of Rwanda and the International Bank for Reconstruction and Development (IBRD) acting as an implementing agency of the Global Environment Facility and for the second urban development project, signed in Kigali, Rwanda on November 12th 2020.

• Draft law approving the ratification of a loan agreement, between the Government of Rwanda and the International Bank for Reconstruction and Development (IBRD) acting as an implementing entity for the Pilot Program for Climate Resilience under the Strategic Climate Fund for the second urban development project, signed in Kigali, Rwanda on November 12th 2020. 4. The Cabinet approved the following forest concession agreements: • Agreement between the Government of Rwanda and East Africa Bamboo Forest Industry Limited. • Agreement between the Government of Rwanda and Kwigira for Management and Environment Limited. • Agreement between the Government of Rwanda and Shagasha Tea Company Limited. • Agreement between the Government of Rwanda and Nshili Kivu Tea Factory Limited. 5. The Cabinet approved a Presidential order establishing the national land use and development master plan. 6. The Cabinet approved the revised downstream petroleum policy.

7. The Cabinet made the following appointments: National Cyber Security Authority • Amos Kamugabirwe, Chief Financial Officer • Toussaint Lionel Maniriho, Chief Finance and Administration Officer • Ghislaine Kayigi, Chief Cybersecurity Standards Officer 8. AoBs • The Minister of Local Government informed Cabinet of the international day of persons with disabilities (IDPD) scheduled on December 3rd 2020. • The Minister of Justice/Attorney General informed Cabinet of the 72nd anniversary of the universal declaration of human rights, scheduled on December 10th 2020.
