Some residents in Warren Park, a suburb in Harare, have fumed over Harare City Council’s failure or negligence thereof, to fix a burst sewer pipe. They say the burst was reported to the city fathers who did not attend to the matter. The local authority often takes time to respond to water and sewer reports. The council often cite inadequacy of resources as the cause for poor service delivery. Harare City argues that if its debtors who include residents, businesses and some government departments were servicing their debts, the local authority would have enough to provide public goods and services.
