A memorandum from the Police HQ to police commanders shows the dire economic situation for police officers in the country.
Police commanders are encouraged to be zealous in assisting members where possible especially for transport and accommodation on transfers. Below is the memo in full:

SUBJECT: WELFARE OF MEMBERS STOP
ADDRESSEES ARE BEING ENCOURAGED TO CONTINUE ADDRESSING WELFARE ISSUES OF MEMBERS UNDER THEIR COMMAND CMM ESPECIALLY DURING THE PREVAILING PHASE OF UNSTABLE ECONOMIC ENVIRONMENT EXACERBATED BY THE COVID 19 PANDEMIC STOP COMMANDERS THEREFORE CMM SHOULD HAVE A KEEN INTEREST AND THE ZEAL TO ASSIST MEMBERS WHERE POSSIBLE STOP THE PROVISION OF TRANSPORT AND ACCOMMODATION ON TRANSFERS AND FOR THOSE STAYING AWAY FROM STATIONS AMONG OTHER PERTINENT ISSUES CMM AS PROVIDED FOR IN THE POLICE STANDING ORDERS AND REGULATIONS SHOULD BE PRIORITISED STOP IMPARTIALITY AND EMPATHY MUST BE EXERCISED WHEN ADDRESSING ISSUES TO DO WITH THE WELFARE OF SUBORDINATES STOP STOP
Last month twenty-eight Zimbabwe Republic Police (ZRP) officers filed an urgent chamber application with the High Court challenging the legality of their transfer to various stations exceeding 400 kilometres from Harare.
The officers said they earn salaries less than $2 000 a month and the transport costs for each one of them exceed $20 000 and if they are to relocate, Commissioner General of Police Godwin Matanga and the Police Service Commission should provide financial assistance.
