REVIEW OF HEALTH SECTOR SPECIFIC ALLOWANCES AND PAYMENT OF COVID-19 RISK ALLOWANCE
On 01 April 2020, parties to the Health Service Bipartite Negotiating Panel (HSBNP) convened a meeting to deliberate on the review of Health Sector-Specific Allowances and the payment of COVID-19 Risk Allowance to Health Workers.
Parties agreed that:
1. Health Sector-Specific Allowances (On-Call, Special Health, Nurse Managers, Night Duty and Standby/Call-Out Allowances) be reviewed on a sliding scale ranging from 100% for the least paid worker to 60% for the highest-paid worker with effect from 01 January 2020.2. The said review being within the allocated resource envelope of ZWL 175 Million.
3. For purposes of paying COVID-19 Allowance, Health Workers be categorised in terms of exposure risk factor. The categories being as follows;
- Category 3, (High risk) – First-hand contact with a patient or suspected case (Nursing, Doctors, Radiography. Laboratory Science, Environmental Health, Oral Health, Nurse Aides, Ambulance Drivers, General Hands, Mortuary Attendants, Student Nurses)
- Category 2, (Moderate) – Second-hand contact with a patient or suspected case (Pharmacy, Rehabilitation, Laundry, Health Promotion).
- Category 1, Low Risk – Indirect contact with a patient or suspected case (Other Health Workers)
4. Based on this categorisation, COVID-19 Risk Allowance will be paid with effect from 01 March 2020 as follows:

Category 3, ZWL$1 500 per month
