Harare City Council (HCC) has attributed its failure to maintain and refurbish roads to the Zimbabwe National Road Administration (Zinara)’s untimeous disbursement of the money meant for roads rehabilitation.
Zim Morning Post reports that Harare Mayor, Hebert Gomba said that ZINARA has so far disbursed only ZWL$5 million of the ZWL$46.5 million. Cllr Gomba said:
Zinara should cease collecting revenue because if the municipality collects revenue, it would (go a long way towards) rehabilitation (of the roads in the capital).The roads fund we are receiving from Zinara is not enough for roads rehabilitation, because the fund would be disbursed in ZWL5 million trenches per quarter and contractors approved to work with us are yet to be paid by Zinara.
ZINARA acting chief executive officer Engineer Moses Chigonyati, however, said that the road authority has always disbursed money within a short space of time upon receiving HCC’s work plan.
Chigonyati also said that Harare in 2019 received all its money on time adding that Zinara did not pay contractors directly but did so through HCC.
Harare roads are in bad shape and motorists have always complained saying authorities are abusing their money.
