"Biti Approved The Funding Of Govt’s Agric Support Programmes He's Attacking Now," Mangudya

The governor of the Reserve Bank of Zimbabwe, Dr John Mangudya has claimed that former Finance Minister, Tendai Biti, approved the funding of the government’s agricultural support programmes he is now criticising.

Giving oral evidence before the Biti chaired Parliament’s Portfolio Committee on Public Accounts, Mangudya said:

It does not inspire confidence that our MPs do not listen when others are talking. You see this letter? This letter, colleagues, is a letter to show that the agriculture you are talking about today, the Presidential Input Scheme started way back in 2009 during Government of National Unity, and the funding of this scheme was almost on the similar principle.

Biti responded saying who approved the programmes does not matter. He said:

That is not important. It is not important. Even assuming that there was Command Agriculture in 2009, the law has to be complied with. No, John, you can’t ascribe misdemeanour on my part. You are being petty and childish. This is not an inquiry about Tendai Biti.

The former Finance Minister is very critical of the government’s agricultural support programmes which he says lack transparency.

He often cites the disappearance of US$3 billion meant for command agriculture.
