ZINARA Prejudiced By Contractors - Report
A forensic audit at the country’s roads administration body has unmasked gross levels of corruption as a company that had a less efficient system got paid 13.5% more in commissions than the one that had a better system. In addition, the company that was supplying the not so efficient electronic system won the contract without going to tender, Sunday News reports.
According to Sunday News, ZINARA contracted Univern for the vehicle licensing system and the computerisation of the tolling system, transit system, road access, radio licence and fuel levy in 2012 without going to tender. In the 4 year period leading to 2016, Univern charged 18.5% commission on gross revenue and grossed over $36 million those days.
It is further reported that ZINARA doesn’t have licensing rights to the system and if Univern is to be removed from ZINARA it will move out with the system which may lead to a total collapse of the vehicle licensing process in the country. Furthermore, the same company was given the contract to computerise all toll fees collection across the country and it charged a 16% commission on all gross revenue which led to Univern grossing over $30 million from the deal.
On another hand, a similar deal was made with another company Intertoll for the Plumtree to Mutare highway and the company charged a 5% commission for the job and was paid $9 Million for the same period and their system was described by experts as “more efficient than that of Univern”
Univern, also won a tender to supply ZINARA with graders to use throughout the country. According to Sunday News

The graders did not meet the set specifications and, notwithstanding overpaying by more than US$1,2 million for the contentious equipment, it could not be ascertained whether the graders were new or not. Road authorities actually complained about the poor performance of the graders
Furthermore, some subcontractors on the Plumtree Mutare highway were contacted “behind the government’s back” and the government is reviewing or cancelling some of these contracts. A lifestyle audit for some of ZINARA employees to recover funds that were milked from the parastatal has been initiated.
