Suspended ZINARA CEO Reports Minister Joram Gumbo To Special Anti-Corruption Unit

Sunday Mail reports that Suspended ZINARA Chief Executive, Eng Nancy Masiyiwa-Chamisa sent a letter to the  Special Anti-Corruption Unit in the Office of the President and Cabinet in which she implicates minister Jorum Gumbo for what she referred to as acts of corruption.

Masiyiwa-Chamisa says in the letter that she resisted the payment of about $5.2 million ‘kickback’ to a South African company called Neo Africa. The amount had been structured to be paid as a condition for Zinara to get a $150 million loan from ZB Bank.

Neo Africa was reportedly once implicated in a 2012 Corruption Watch report over a R3 million bribe scandal in a Johannesburg tender scandal.

Masiyiwa-Chamisa said in her letter that following her resistance to the involvement of a third party in a loan agreement between Zinara and a local bank, she was suspended.

…resisted the recommendation [to engage Neo Africa] on the basis that there was no justification of involvement for a third party in a contractual agreement between two parties, which is Zinara – the borrower – and ZB Bank, the lender,

However, two weeks after writing this letter, the board meeting… was convened and its outcome was my suspension from duty.

In my view, my suspension was an act of corruption calculated to facilitate the Neo Africa deal or as a punishment for resisting it.

Masiyiwa-Chamisa was suspended in June 2018 on allegations that she had herself suspended and instituted disciplinary proceedings against Simon Taranhike and Precious Murove without Jorum Gumbo’s authority (then Transport minister). Masiyiwa-Chamisa also accuses Gumbo of interfering with the disciplinary proceedings against the ZINARA executives to protect them.

Gumbo was moved from the transport ministry in May 2019 and is now Minister of State for Presidential Affairs in charge of Implementation and Monitoring.
