PRESS RELEASE- DISCIPLINARY JUDGEMENTS
The Premier Soccer League Disciplinary Committee has released the following judgements:
1. Highlanders Football Club
Highlanders FC were fined following match disturbances that occurred at their Castle Lager Premier Soccer League match against Chicken Inn FC on 11 May 2019 played at Barbourfields Stadium.
The club was found guilty of contravening Order 31 of the PSL Rules and Regulations which states that it is an act of misconduct on the part of a club where:
31.1.13 Its supporters misbehave in any manner whatsoever, inside or outside a ground before, during or after a match, no matter on which ground the match is played. Without derogating from the generality of what constitutes misbehaviour on the part of supporters, the following are specifically declared to be acts of misbehaviour.
184.108.40.206 Throwing or attempting to throw missiles, bottled and other objects whether potentially harmful or dangerous or not, on to the pitch, or at any person. 220.127.116.11 Acts of violence or attempted acts of violence against anyone at the game.
Highlanders FC pleaded guilty to the charges. The club was fined RTGS $4000 of which RTGS $2000 is suspended for the rest of the 2019 soccer season, on condition the accused is within that period not convicted of a similar offence involving missile throwing and violence.
The effective fine of RTGS $2000 together with the cost of the hearing shall be paid by the 30th June 2019.
2. Dynamos Football Club
Dynamos FC was fined for missile throwing by their fans and disturbing the normal proceedings of a match during their match against Chicken Inn FC on 13 April 2019 at Barbourfields Stadium.
The Club was found guilty of contravening PSL Rules and Regulations Order 31 which make it an offence on the part of a club where:
31.1.13 Its supporters misbehave in any manner whatsoever, inside or outside a ground, before, during or after a match, no matter on which ground the match is played.
Without derogating from the generality of what constitutes misbehaviours on the part of supporters, the following are specifically declared to be acts of misbehaviour:
18.104.22.168 Invasion or attempted invasion of the field of play, save for reasons of crowd safety;
22.214.171.124 Throwing or attempting to throw missiles, bottled and other objects whether potentially harmful or dangerous against anyone at the game
Dynamos FC did not a tender response to the charges as required in terms of the rules and regulations of the PSL and did not attend the hearing, another disregard of the PSL rules and regulations.
The Club was fined RTGS$8 000 (Eight thousand dollars), RTGS$3 000 (Three thousand dollars) of which is suspended for the rest of the season on condition the club, its officials or its supporters are not convicted of any offence involving the obstruction, failure to comply with a lawful order or abandonment of a match.
The effective fine of RTGS$5 000 (Five thousand dollars) together with costs of hearing to be paid by the 30th of June 2019.
3. Ngezi Platinum Football Club
Ngezi Platinum Stars FC was fined for breaking PSL Rules and Regulations following their travel to South Africa for an international friendly match without clearance from the PSL.
According to Order 26.3 of the PSL Rules and Regulations:
Any team invited to play any friendly or invitational matches outside Zimbabwe shall make a written request to the league one month before the proposed dates of departure.
The League may grant or refuse such application or grant the same subject to any such conditions as deemed fit. In addition, ZIFA shall have the right of ratifying any such decision or reject.
Ngezi Platinum FC was fined RTGS$10000 (Ten Thousand dollars) and RTGS$3000(Three Thousand dollars) is suspended for the rest of the 2019 soccer season on condition the accused is within that period not convicted of a similar offence. The effective fine of RTGS$7000(Seven Thousand dollars, together with the cost of hearing should be paid by the 30th June 2019.
