ZANU PF officials in Mashonaland East province are at each other’s throat over the role of provincial party commissar.
At its 2017 extraordinary congress, ZANU PF resolved that that war veterans should be incorporated into the positions of the chairperson or deputy chairperson and political commissar from cell to provincial structures.
The incumbent is Hebert Shumbamhini who is also Mutoko South MP. A ZANU PF member from the province told New Zimbabwe.com that:

The war veterans are agitated that the leadership is unwilling to follow the party’s resolutions and stand down from the political commissar post.
As a result, some rogue war veterans in the province have been in the habit of disrupting party programmes. Mashonaland East war veterans chair, Daniel Sigauke said:
As leadership, we are dealing with the issue and those identified to be behind the disturbances will be called to order.
Our position is that people who are engaged in such acts are misguided.
Reports indicate that a ZANU PF meeting held in Mutoko last weekend was abandoned after the rowdy war veterans heckled Sumbamhini as he was giving his address.
Even the ZANU PF provincial chairperson, Joel Biggie Matiza and Zanu PF Women’s Assembly chairperson, Senate president, Mabel Chinomona, who were present at the meeting could not calm the restive ex-combatants.
