Corruption in the CIO, Officer Reveals in Court

Augustine Mutambu, who is the Central Intelligence Office’s material resources manager, has said there’s a lot of corruption in operations of the CIO.

Matambu, who was suspended in March 2018 on allegations of corruption himself, told the court that he was being harassed because he knows too much and that some the CIO senior executives are now covering their tracks after they suspended him.

Said Matambu:

It is clear the organisation is using me as a scapegoat for their corrupt activities for I had neither power nor say over what they (procurement committee) deliberated on and resolved, except to record their recommendations for awarding of contracts or decisions to secure assets or liabilities for the CIO.

He gave examples of some corrupt activities:

Acquisition of the organisation’s properties in Emerald Hill was irregular [because it did not] match the value of the funds paid. The then director general was directly involved. The re-doing of the foyer works at Chaminuka Building, for which I am now being charged, was supervised by me as a result of direct instructions by the then director general, then director for administration and the now current director for administration,

Mutambu is seeking an order from the high court declaring his suspension unlawful.
