Civil Servants Reject $41 Pay Increment, Say It Is Meaningless
Negotiations between the government and its workers collapsed on Thursday after the government offered to raise salaries by 10 per cent from April 2019.
Civil servants were represented by the Apex Council in yesterday’s National Joint Negotiating Council (NJNC) meeting in Harare. The NJNC brings together government and civil servants staff unions for negotiations over salaries and other working conditions.
Apex Council chairperson Cecilia Alexander said that since the government had earlier on indicated that it could not pay salaries in US dollars, they were expecting a minimum wage of $1 733. Said, Alexander:
We are just coming out of the NJNC. The purpose of the meeting was to get a response from the government on a position that we presented in November 2018, which was amounting to $1 733 for the least paid worker in government.
We submitted this in November and it is quite disturbing that the government brought a 10% offer, which translates to only $41 for the least paid civil servant.

As Apex Council negotiators, we have rejected this offer in totality and now, we are going to give feedback to our constituency, which will advise us on the way forward.
After the Indaba was concluded, no government official addressed the media. The Apex Council characterised the meeting as a ‘damp squib’.
