Mumbengegwi Speaks On Civil Servants Salary Increase

In a statement yesterday, Minister of State for Presidential Affairs and Monitoring Implementation of Government Programmes Simbarashe Mumbengegwi confirmed Government is effecting a 17.5 percent Special Civil Service Allowance in fulfilment of an agreement it reached with its workers at the National Joint Negotiating Council.

Mumbengegwi said a body, Public Service Collective Bargaining Council,  meant to address workers’ issues was being set up. He also said the Public Service Commission in partnership with the National Social Security (NSSA) has structured a $60 million Public Service Housing Facility for civil servants managed through the National Building Society (NBS). Said Mumbengegwi:

Negotiations through the National Joint Negotiating Council (NJNC) resulted in a signed agreement whose contents are being implemented with effect from July 2018 as follows: Payment of the 17.5 percent Special Civil Service allowance; cash-in-lieu of leave (CIL) for teachers who have accrued more than 123 days of vacation leave. Treasury will be releasing funds to clear these leave days over the next six months and; reduction and alignment of rentals at institutional accommodation to housing allowances paid to various grades of civil servants.

Minister Mumbengegwi said Government would also consider reviewing civil servants’ conditions of service.
