Parliamentary and civic rights watchdog, Veritas has sued the Zimbabwe Electoral Commission at the High Court over its virtual monopoly on voter education. Veritas wants the court to strike down sections of the Electoral Act which prevent civil society groups, churches, independent candidates and other people from conducting voter education. These provisions are so restrictive as to provide a virtual monopoly over freedom of expression in the area of voter education and create an unjustifiable prior restraint over applicant’s exercise of its rights.
Zec is arguing among other things that if the alleged monopoly on voter education is deemed to exist “one would have to accept that it appears to be a constitutionally sanctioned one.”
