Senior ZRP Officer Charged With Assault For Torturing Suspect At The Courts

Detective Assistant-Inspector Joseph Nemaisa has been charged with assault and is expected to appear in court on February 5 for allegedly breaking the arm of CIO ‘informer’ Delish Nguwaya at the Harare Magistrates Court. The assault happened in August 2017, when Nemaisa and his team allegedly manhandled and arrested Central Intelligence Organisation (CIO) ‘informer’ Delish Nguwaya at the Harare Magistrates Court, despite the fact that Nguwaya was expected to appear in court.

High Court judge Justice Charles Hungwe later slammed the police for the manner in which they manhandled Nguwaya, describing it as an “absolute robbery” after watching a video of the arrest. Said Justice Hungwe then:

The conduct is not expected of police officers. What I have seen on the video is not an arrest at all. In fact, it is robbery.

… does the charge (undermining police authority) the police had placed on him (Nguwaya) require such kind of treatment?

Nguwaya’s lawyer, Jonathan Samkange said:

It is always very difficult when one makes a report against police officials because they always look after each other, only when a police officer is not a friend of the hierarchy is when a matter he is accused of is prosecuted to its logical conclusion.

I must say I cannot predict the outcome but at least the prosecutor-general has seen it fit to have him charged and at least some justice is being done. There are other outstanding dockets against these police officials that will be brought to court for prosecution
