MPs To Get Free Cars As Well As Duty-Free Certificates To Import Cars: Minister Chinamasa

Minister of Finance and Economic Planning Patrick Chinamasa has promised members of parliament (MPs) free cars. Chinamasa promised the legislators that he was going to change the Parliamentary Car Scheme from operating on a loan basis so that the MPs do not have to pay for the cars. In addition to the free cars, Chinamasa promised the MPs that they will also receive duty-free certificates which will allow them to import cars for themselves, although he stressed that the duty-free certificate will only be issued after two years. Unsurprisingly, the legislators greeted this news with jubilation.

Speaking in the National Assembly on Thursday, Chinamasa said:

With respect to Parliament budget, I have had to personally look into those issues and I want to give these guarantees. Firstly, there are two aspects which are the welfare of MPs and the need for resources to discharge their mandate. With respect to the welfare of MPs, I have committed myself and I want to repeat that when we started the Parliamentary Car Scheme, it was on a loan basis. I have since converted it to be a free car scheme, you will not be required to pay for that car.

I would like to carry that scheme to the next Parliament. We want to assure each Member of Parliament a free car.

However, there were also considerations about those vehicles, especially from rural constituencies that they normally do not last beyond two years.

For that, the only consideration is that we can allow a duty-free certificate for Members of Parliament to buy for themselves but that will be done in the third year of MPs life of Parliament. We agreed that those who suffer damage through accidents will be allowed free duty to replace the car that they had bought.

I do know as a Member of Parliament myself what it means to run a constituency, especially with respect to motor vehicles. A motor vehicle is the key issue and given our state of the roads, generally, their durability does not take us very far. So, it is a matter that I understand and I will do so clearly before Parliament dissolves.

  1. Is he CRAZY !!! Giving gifts before the elections in case they are not elected again?
    Come on, things are supposed to be changing. This is same old, same old !

  2. How disappointing! Probabably other MPs in other provinces really run down their cars within 2 years doing their paliamentary duties but from my knowledge since indipendence, one will only see MPs back in their Constituency during the next election cycle. Otherswise these MPs spend most of their times in towns litterery doing nothing. Their welfare is very important but let us not forget the welfare of the masses they represent. If Masses are living in dire poverty, how do we expect/plan for MPs to leave like MPs in the 1st World. We are being told that books are not balancing in the treasury hence we spending most of our budgets in running costs and nothing left for the capital projects, yet again the so called new front continues increasing the spending on unnecessay self enriching costs.

    When is common sense going to come? Just now in our lips is the payments/purchase of Cars to bribe chiefs? Now its MPs probable becase the minister wants to buy a new car himself? Hey, a lepard’ can never change its spots. At the state of affairs in which our hospitals are in and the government chooses to priorities spending 12million dollars on cars for chiefs and another 12 million replacing the loan skim on MP cars!! Guys what is the matter with ZANU PF and cars? They remind me when I was growing up telling my mum, “When I grow up I would want to drive a big car, thus a very very big car”. ZPF is still growing up hey?

    Where are our priorities? Mr Presendent! Last time we saw the Presendent personally handing overs millions to the former Presedent and dictator. Again that money could be well spent on real projects which benefit the masses. A former president whose expenses will be carried by the state from a toilet paper to 4 x business class trip to where ever in the world, what does he need 10million dollars? After all probably other Presidents in other countries deserve such, but this one of ours who single handedly or not singly handed but with his wife actually destroyed the country, doesnt deserve this?


  3. Funny enough, he was talking about bugdet cuts, reducing number of vehicles top officials own to one.. iye he is a minister he already has a car for that apa akuda futi kuzvipa imwe yehu MP.. im not going to say a lot but hipocricy munoyiwanza and hamusati machinja chinhu…
