MDC-T chief whip Innocent Gonese has said that Dr Micheck Sianda, the Chief Secretary to the President and Cabinet must tender his resignation after allegedly failing to advise President Emmerson Mnangagwa properly on his Cabinet appointments. Mnangagwa had to adjust his cabinet barely 48 hours after making the appointments because it did not comply with the Constitution. Mnangagwa had initially named at least 9 non-parliamentarians in his new cabinet, which violated the Constitution which provides for a maximum of only five non-parliamentarians.
Writing on his Facebook wall, Gonese said:
Time for Dr Misheck SIBANDA to retire. Firstly he told us that the President had dissolved Cabinet when it was already a fait accompli by operation of the Law.
Now he gets the President to be embarrassed by failing to advise that only a maximum of 5 Members of the Executive can be appointed from outside Parliament. Of course, The President and his own advisors should have known better as it’s a simple provision to read and does not even need a legal mind.
But the Chief Secretary must bear his cross and do the Honourable thing by resigning or else be relieved of his duties for sheer incompetence and monumental boobs
