Grace has "captured" Mugabe, she is now doing everything: War veterans complain
The war veterans have accused First Lady Grace Mugabe of taking advantage of President Mugabe’s old age to “capture” him and make executive decisions on her own. This comes after Grace said that Zanu-PF National Political Commissar Saviour Kasukuwere and Higher Education minister were innocent of all allegations that they were facing. Zimbabwe National Liberation War Veterans’ Association (ZNLWVA) secretary-general, Victor Matemadanda criticised Grace for appointing herself to the Praesidium and for dressing down presidential spokesperson George Charamba on Saturday.
Said Matemadanda:
Practically, she is a self-proclaimed executive Vice-President, because she delivered a verdict on Kasukuwere at a rally and cleared Jonathan Moyo of Zimdef fraud.

These are issues that were referred to the presidium.
She is the one now disciplining civil servants. She is the one now educating government officials about their positions in relation to ministers. She is doing virtually everything.
If she is not part of the presidium, then that is what you can call State capture.
