Harare High Court judge Justice Priscilla Chigumba dismissed an application by Ms Sheila Chibika challenging the legality of debt collectors. Justice Chigumba dismissed the challenge after Chibika had failed to prosecute her case within the expected time frame and slapped her with the costs of the suit on a higher scale.

Whereupon after reading documents filed of record, it is ordered that:
1. the application filed for a declaratory order filed by the respondent under Case Number HC466/ 17 be and is hereby dismissed with costs on attorney-client scale for want of prosecution.
2. the respondent shall pay costs of this application
Chibika in her application had argued that debt collectors’ operations were dubious and should be banned, referring to WellCash Debt Collectors which had allegedly been terrorising people who owed the city of Harare. Wellcash, acting on behalf of Harare City Council, had given her a 48-hour ultimatum to settle her debt to Harare City Council or risk losing her property.
