Govt introduces new payment system for civil servants

Government will from July 1 introduce a programme based payment system that will affect civil servants that fall under the Primary and Secondary Education and Health and Child Care ministries.

When contacted by Sunday News for a comment, Public Service Minister Prisca Mupfumira said she was aware of the programme but stressed that it will be impossible for it to be implemented without consultations. Part of the circular reads:

The Ministry of Finance and Economic Development is implementing the programme based remuneration as part of the programme based budgeting adopted by the Government of Zimbabwe. Under programme based budgeting (employment costs), all staff members will be paid their salaries through their specific programmes and sub-programmes with effect from July 2017. Other ministries will be taken on board later this year.

Sunday News states under the programme teachers should provide their names, designation and EC number. They should also provide; Grade (Primary) and Forms (Secondary) they are teaching. The circular added that teachers must also add information on non-formal education activities they were involved in. However, Zimta ceo Sifiso Ndlovi said the programme could be used to allocate other resources, not salaries.
