Govt bans paying of gratuities with immediate effect for councils

In a circular dated May 15 and addressed to all town clerks and secretaries titled, “Local Authorities Circular Minute 1 of 2017 Payment of Gratuities on Termination”, Local Government, Public Works and National Housing Permanent Secretary Eng George Mlilo, said the Ministry of Public Service, Labour and Social Welfare had banned the paying of gratuities.

However, Urban Councils’ Association of Zimbabwe (UCAZ) president and Harare Mayor Clr Bernard Manyenyeni said that Government needs to deal with the economic situation in the country first. Zimbabwe Urban and Rural Council Workers’ Union secretary general, Mr Bernard Dhanda, said the directive was illegal and a violation of the Urban Councils Act and the country’s labour laws.
