Former Harare City treasurer Misheck Mubvumbi and four councillors were arrested for their involvement in the $31 million tender scam to rehabilitate Firle Sewage Works, bringing the number of people arrested so far in connection with the tender scam to 8.
The four councillors Wilton Janjazi (47), Urayayi Mangwiro (42), Masiye Kapare (48) and Paula Macharangwanda (51) were procurement board members when the tender scam was committed. They were released on $400 bail each when they appeared before magistrate Ms Barbara Chimboza facing charges of criminal abuse of duty as public officers. They were ordered to surrender their passports and report once a week to the police.
Mubvumbi and his accomplices allegedly hand-picked Energy Resources Africa Consortium (ERAC) for a contract and came up with an unpriced bill of quantities for the rehabilitation works and corruptly neglected to request the bidders to submit the required documents. They disregarded procedures stipulated in the Urban Councils Act Chapter 29:15.
