Harare City Council has claimed that shop owners are refusing to pay rates to the council due to the high number of vendors in the central business district. The vendors now occupy most of the shop fronts, to the annoyance of the business owners. The shop owners are reportedly claiming that the illegal vendors are preventing customers from entering their shops. The council has previously tried to get rid of the vendors in the past but has failed.
