Harare City Council criticized for targeting the “poor and weak” while ignoring politicians in collecting debts

The Harare City Council (HCC) has been criticized for unleashing WellCash Debt Collectors on residents to recover unpaid bills. The debt collectors have been clashing with residents due to their sometimes aggressive approach in attempting to attach property.

Residents group Harare Residents Trust (HRT), has criticized the HCC for avoiding politicians and government debt while focusing their efforts on the “poor and weak.” HRT also promised to stand up for any resident taken to court by the debt collectors and said that the debt collectors have no grounds to add an additional ten percent to the money owed by residents.

Speaking to Harare News, HRT director Precious Shumba said,

Debt collectors have no grounds to demand 10 percent from debts owed without court orders giving them the grounds to do that.

They are placing more emphasis on debts owed by residents while avoiding the government debt. We know that government departments in Harare, senior government officials and politicians owe the city huge amounts of money to the city but are not pursued.
