City of Harare sues Zimbabwe Prisons for $5 million

The Zimbabwe Prisons and Correctional and Services has been sued by the city of Harare over $5 million in unpaid rates. This information is in a report from the Parliamentary portfolio committee on Justice, Legal and Parliamentary Affairs.

Apart from owing the City of Harare, the ZPCS also owes the other services providers which include Zesa and Telone which are owed over $6 million.

Part of the report reads:

The Commissioner of Prisons has been served with law suits from the City of Harare in respect of unpaid rates.

The Zimbabwe Prisons and Correctional Services owes various service providers for provisions, rates, water, electricity and vehicle hire to the tune of $11 741 880. The debts have ballooned way beyond the budget provision and are approaching $12 million

ZPCS is grossly underfunded to feed and clothe about 18000 prisoners as it requires $1 600 000 per month for a dietary scale of $3 per prisoner per day.

In the 2017 budget has been allocated only $3 042 000 for inmates rations for the whole year against a target of $28 631 658..
