Mnangagwa accused of leading a fuel cartel fleecing poor Zimbabweans

Vice President Emmerson Manangwagwa has been accused of leading a cartel of fuel dealers who are fleecing Zimbabweans by making fuel in “Zimbabwe the most expensive in the entire world.” The allegations were made by the opposition party People’s Democratic Party (PDP). This follows Zimra’s discovery of 4 tankers filled with water, in a deliberate tax evasion scam. Harare East legislator Terrence Makupe was implicated as being one of the people in the tax evasion scam. Makupe is believed to be a member of the faction backing Vice President Mnangagwa.
PDP national spokesperson Jacob Mafume said:

As for fuel, the PDP has consistently argued that the nation’s fuel supply is controlled by a cartel which is linked to Mnangagwa’s faction which overprices fuel and avoids taxes as evidenced by the
recent fraudulent activities of a company linked to Zanu PF legislator Terence Mukupe.

…It is this criminal cartel that is holding the nation to ransom by offering fuel prices that are outrageous and makes fuel in Zimbabwe the most expensive in the entire world

However, the Zimbabwe Energy Regulatory Authority (ZERA) said that the price of fuel is determined by Statutory Instruments.
