Damaged ZEC should use BVR exercise to prove it can be trusted to run credible elections:  ERC

The Elections Resource Centre (ERC), a local poll monitoring group has urged the Zimbabwe Electoral Commission to prove that they can be trusted to run credible and transparent elections. ERC said ZEC should use the biometric voters registration (BVR) exercise rebuild trust in the voters. The BVR exercise is set to begin in April this year to prepare the voter’s roll which will be used in the 2018 harmonised elections.

Tawanda Chimhini, the director of the Elections Resource Centre (ERC), in an interview with New Zimbabwe Said:

ZEC has a very damaged past that needs extreme cleansing to build confidence that it can be trusted with independent, professional, transparent holding of electoral processes

If ZEC wants to ensure a credible voters’ roll in place by the end of 2017, it must progressively work to ensure that the conditions across the voter registration cycle are conducive for the conduct of a credible voter registration exercise.

He also urged ZEC chairperson Rita Makarau to deploy professional, credible and non-corruptible people voter registration.

Voter registration personnel are a corruptible element in the matrix whose vulnerabilities can only be addressed through setting up a transparent manner of recruitment with clear mechanisms to safeguard against partisan conduct in the course of the administration process.
