Minister says police are justified in shooting "perceived dangerous motorists"

The deputy minister of Home Affairs Obedingwa Mguni has said that police officers are justiffied in shooting perceived dangerous motorists or in damaging their vehicles.  ZRP officer have come under fire for using baton sticks and throwing spikes at moving vehicles without regard for public safety.

Mguni refused to say whether these actions were lawful, but justified the actions saying it was too laborius for police to track or catch offenders.  In an interview with New Zimbabwe  Mguni  said:

What must they do if the taxi drivers are running away, shoot them?

Even to shoot a person is unlawful but if that person is dangerous and can kill four people you will end up doing it even if it is unlawful.

I am asking, do you have another way which is better to catch those criminals that are running away from police, knocking down the police because the police will stand in the middle of the road with a reflector and they will run on top of him.
