Harare City Council loses $2 m debt due to missing records

Harare City Council (HCC) was forced to write off a  $2 million debt owed by Alliance Media due to the fact that HCC did not have a billboards register.

Acting Finance director Tendai Kwenda said:

Consultations were made with the Chamber Secretary on whether the claims against the company could be sustained given inadequate records and was advised that council could lose the case as it had no evidence to prove its claim forcing the request to write off the debt.

It was noted thaat there was poor management of billboard records since the dparttment could not avail the boillboards register.

The commmitte observed that the division had the potential of generating significant amounts of revenue yet it was short staffed and maned by one pearson.
