Chombo defends ZRP's many roadblocks, denies reports anyone has been shot

Home Affairs Minster Dr Ignatius Chombo has defended the many Zimbabwe Republic Police roadblocks and denied reports that someone was shot at a roadblock. The minister was challenged over the issue when he recently appeared before a Parliamentary Portfolio Committee with legislators saying the check points, which are usually encountered every ten kilometres, were too many.

Chombo said,

There is no war zone at road blocks. I do not remember any one being shot at any road block in Zimbabwe. Police have assisted us a lot although some of the accusations that you are making here are very pertinent.

MDC-T legislator Elias Mudzuri argued that spot fines demanded by the police were against the law which allows payment later once one has signed the “admission of guilt form”.

Minister, even the (admission of guilt) Form 265 has been removed from your officers at roadblocks because you want to enforce the payment of spot fines. Where are these forms?

However Chombo said the ZRP had no choice but to demand spot fines,

The public is not honest with us. Most road offenders have given fake addresses and most of them have avoided paying fines. That is why the government has resorted to spot fines.

He also defended the refusal by the ZRP to handover money to treasury collected from spot fines, saying the police was not getting operational funding from the finance ministry.
