An article published by one Levy Mhaka in 2006 shows that Zimdef funds have been at the mercy of abuse by ministers since inception of the fund in 1994. Said Mhaka in a December 2006 article titled “ZIMDEF, the Cash cow for the Higher Education Ministry“:

“Since the inception of the Zimbabwe Manpower Development Fund (ZIMDEF) under the Manpower Development Act, No. 36 of 1994, the organization allegedly buys office furniture and top of the range motor vehicles for each minister on assumption of duty in the Ministry of Higher and Tertiary Education.

On being deployed to another ministry, the Ministers are said to turn such furniture and motor vehicles to personal use.

The Ministers also access ZIMDEF funds for personal fuel, hotel accommodation and other utilities in the name of visits to tertiary institutions around the country, yet it’s an expense under his Ministry.

So far, Ignatius Chombo, Herbert Murerwa, Sam Mumbengegwi (brother to the Minister of Foreign Affairs, Simbarashe Mumbengegwi) and Stan Mudenge have been one time and incumbent Ministers of Higher and Tertiary Education since the creation of ZIMDEF.”
