There is a serious shortage of the Zimbabwe dollar in the economy which captains of industry and economists say will reduce production capacity and affect aggregate demand.
The liquidity squeeze follows recent fiscal and monetary policy measures to suck out liquidity in the market to stabilise the exchange rate and prices.
The Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza told <a href="https://businesstimes.co.zw/zim-dollar-shortage-hits-market/">Business Times</a> that the liquidity crunch has reduced production capacity and aggregate demand. He said:
<blockquote>
There is a liquidity challenge in the economy and what the liquidity challenge does is depresses aggregate demand as there is no traffic in the shops and at the industries.
We are happy that things have stabilised but with this squeeze, we are failing to make payments for other services because there is no ZWL$ in the market and this has reduced our production capacity.
What it means is less cash in the markets, less product off-take so it means production will go down because companies can’t produce stock as they have no funds.
We, however, hope that this would be temporary and not a long-term solution so that business goes back to normal.

The Confederation of Zimbabwe Retailers (CZR) president Denford Mutashu said in the past two weeks there has been an increase in US dollar sales but the Zimbabwe dollar sales have significantly decreased.
Economist Gift Mugano said the government has stopped pumping money into the market resulting in a shortage of the local currency.
He added that this confirms the long-held belief that government is the biggest driver of inflation.
Due to the liquidity crunch, the Zimbabwe dollar significantly recovered this week and was trading at ZWL$5 739 to the USD at the Reserve Bank of Zimbabwe (RBZ) Wholesale Foreign Exchange Auction on Thursday, 29 June.
On Tuesday, the local currency firmed against the United States Dollar to ZWL$6 326, from ZWL$6 926 on 20 June.

Captains Of Industry, Shops Bemoan Zimbabwe Dollar Shortage

The prevailing cash shortages have left many pensioners stranded and sleeping in bank queues to withdraw cash from banks, The Chronicle reports.
Mobile Money traders are also charging a 40% premium per transaction which has further increased the pensioners’ plights.
The Chronicle spoke to some pensioners who were in a queue waiting to get some money and this is what they had to say:
<blockquote>Goods are slightly cheaper when you buy in cash from the street and when paying bus fare. I am a pensioner and I spent over 35 years in service. I was contributing my pension money to prepare for my retirement but now I live like a person who was disorganised and did not make preparations for retired life. It is very difficult. I live in Kezi –  Mr Jiyane
I have no choice but to queue because I need cash to travel to work and I also need cash to buy mealie meal and basic foodstuffs from informal traders because they are cheaper than thebig supermarkets – Mrs Munyemba
We as old people use to get preferential treatment but now. I must wait in line and fight for a place with the youths. It’s not easy – Mr Mthunzi
I served in the ministry of education for 40 years. In 2008, we lost our savings. Now with the new currency, it is happening again. Our pension payouts were more stable during the US dollar era. I want to get my money in cash because in Lower Gweru there is no swipe facility. Here in the city, there are $20 bank charges per swipe transaction. They further corrode my meagre pension. Imagine when I want to do three different transactions, for bill payments, groceries and at the pharmacies. I have since cancelled my landline subscription at home and rely on the cellphone, which is mostly for receiving calls – Ms Ncube </blockquote>

Pensioners Hit The Hardest By The Cash Crisis

An optimist writing for Newsday said <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> has delivered an empty Christmas Box since his promises were nowhere near being fulfilled.
Quoting Mthuli’s promise on fuel that said:
<blockquote>We are doing everything we can to make sure that there is more fuel. You know we import the product so we will be allocating as much foreign currency as we can through the lines of credit.
Of course, the queues are long, but you know what is happening with the queues as well. Everyone gets afraid and then they queue even if they don’t have to, to make sure that their three or two cars have fuel so there is a sharp increase in demand for fuel</blockquote>
The writer opined:
<blockquote>And yesterday, as the sun set thousands of citizens left banking halls empty handed and headed back home for a gloomy Christmas after failing to access just $100 of the resuscitated Zimbabwe dollar in a cruel repeat of the 2008 ordeal. Also queuing elsewhere were other citizens waiting for fuel supplies at service stations that have been perpetually dry for months. This was despite Finance Minister Mthuli Ncube having promised the nation a Christmas box full of enough fuel and food.
..today, many will be celebrating Christmas on empty tanks and stomachs simply because Ncube delivered an empty Christmas box to the nation. There was no fuel in the box, serve at some isolated service stations. Neither was there the promised food, in whatever form he had envisaged to deliver it to more than seven million people staring hunger in the face.

The <a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Reserve Bank of Zimbabwe (RBZ)</a> released $20 million in banknotes into the economy last week in a bid to make cash more easily accessible as the festive season beckons.
Speaking to The Herald on the sidelines of a familiarisation tour of the<a href="https://www.pindula.co.zw/Insurance_and_Pensions_Commission" rel="noopener noreferrer" target="_blank"> Insurance and Pensions Commission (IPEC)</a> head office in Harare on Friday, Finance and Economic Development Minister Mthuli Ncube said:
<blockquote>In the last week alone, we have put in about $20 million. We targeted POSB specifically, but not exclusively because we know that a lot of our ordinary citizens are banking with them and it’s important that they have all the cash that they need.</blockquote>
However, cash remains extremely scarce with depositors spending hours at ATMs waiting to withdraw their savings, with the weekly withdrawal limit still capped at $300.00.
On Friday, President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> said that the government will release into circulation $10 and $20 notes “in the next few days”.

RBZ Releases $20 Million In Banknotes Into Circulation

With the current liquidity crunch coupled with high premiums charged by <a href="https://www.pindula.co.zw/EcoCash" rel="noopener noreferrer" target="_blank">EcoCash</a> agents when doing cash out, and some businesses’ refusal to accept swipe or mobile money payments, ‘enterprising’ citizens have found a way to survive.
Some people are now buying goods from shops accepting plastic money, mostly large scale retail chains, and then re-selling the goods at the same price or even lower on a cash basis.
Speaking to The Herald, a <a href="https://www.pindula.co.zw/Chitungwiza" rel="noopener noreferrer" target="_blank">Chitungwiza</a> resident who buys bread in bulk at $15 per loaf using EcoCash and resells it at $10 per loaf in cash said:
<blockquote>I found this better than cashing-out from an EcoCash agent, who will demand half of my money to give me cash. Now I get all of my money when I sell bread in my area.
Even if I sell at a lower price, it is still reasonable, because it’s like doing EcoCash cash-out at 12 per cent, which is way lower than the 50 per cent required by agents.</blockquote>
Zimbabwe has been experiencing a cash crisis for about three years and this has birthed a new form of “aristocracy”, the so-called cash barons who have access to cash which they sell through EcoCash cash-out transactions.

<a href="https://www.pindula.co.zw/EcoCash">Ecocash</a> Agents in Harare have reportedly started charging a staggering 100% to patrons looking for hard cash from them. The agents are using <a href="https://www.pindula.co.zw/ZIPIT">ZIPIT</a>, merchant lines, personal lines etc to perform cash-out transactions. One small business owner who confided to a WhatsApp group where Pricecheck is a participant  said:
<blockquote>For small businesses like mine which require hard cash, we rely on those Rogue Ecocash Agents. Banning Cash out has worsened the situation, where I had to pay an extra 35% commission to get my cash via cash out, the agents are now requiring 100 % i.e if i send him $100 into his Ecocash wallet or Zipit account he gives me $50 in hard cash…</blockquote>
Its reported people are charging 100% for notes and 80% for coins. Ecocash Agents Now Charging 100% For Cash-Out Since The Cash-In Cash-Out Ban - Report

A business of selling cash to consumers has been on the increase in Harare. Consumers buy cash using their electronic money balances in the form of the EcoCash a mobile money service.
People buy cash using their electronic balance for premiums of between 30% and 40%. So for example
For example, when the rate is 30% to buy $10 cash, one has to transfer a total of $13 via EcoCash to the seller. The demand for cash is high because some retailers and public transport providers refuse to accept electronic payments like EcoCash. They, in turn, use the cash they receive from their customers to supply the cash sellers at a lower rate (say, 20%) which is then sold back to the consumers at the 30%.
The EcoCash prohibits its Agents from selling cash. Ordinary people who are not official Agents are also involved in selling cash as they can just use their individual Ecocash wallets to trade.

The Business Of Selling Cash Via EcoCash Grows

Finance and Economic Development Minister Professor Mthuli Ncube yesterday hinted Zimbabwe will have its own currency within the next 12 months.
He said Government is working to raise foreign currency to anchor the new currency. Addressing delegates at a “Road to Davos” townhall meeting held in the capital yesterday, Prof Ncube said adopting the United States dollar or the South African rand would not solve the country’s macro-economic problems. Said Ncube:
<blockquote>On the issue of raising enough foreign currency to introduce the new currency, we are on our way already, give us months, not years. There is a balance between preservation of value and removing price distortions. The separation of accounts between the FCA and RTGS accounts was the beginning of currency reform. I also hear that the citizens are pushing towards adopting the rand, I even argued for it years ago and there was a reason, you know, if we are going to assume the rand as our currency we first of all have to acquire the rand and we need US dollars first to purchase the rand, in the long term Zimbabwe needs its own currency. Our job is to introduce a currency that will be stable and less volatile. Dealing with the fiscal side is the first order to move towards a stable currency, after all what we have now is fiscal policy and now monetary policy and we have to tighten the belt on the currency volatility.</blockquote>

In a statement released on its Twitter account, EcoCash warned agents against charging customers extra to cash out.
Said EcoCash:
<blockquote>Do not be caught charging customers extra to Cash Out. It is prohibited and attracts serious penalties.</blockquote>

EcoCash Agents Warned Against Charging Customers Extra To Cash Out

President Emmerson Mnangagwa urged Zimbabweans to embrace plastic money as his Government comes up with creative ways to deal with the cash crisis.
Mnangagwa said this while officiating for the first time at the burial of a national hero in his capacity as President at the National Heroes Acre yesterday. He said Government has released millions of United States dollars into the market but these have been siphoned out. Said Mnangagwa:

My Government remains fully seized with the matter. Addressing Zanu-PF supporters in Chegutu on Friday, President Emmerson Mnangagwa said cash shortages are set to ease in the coming months following increased investment.
Said Mnangagwa:
<blockquote>On the issue of availability (of cash), I would say going forward we should see the cash situation improving on the back of investments that are coming into the country. Investment leads to the improvement of the cash situation. Our Reserve Bank of Zimbabwe Governor Dr John Mangudya and Finance and Economic Development Minister Patrick Chinamasa will continually increase the portion in cash that is paid. You (artisanal miners) will get a portion in United States Dollars and Bond notes.</blockquote>

Cash Shortages To Ease Following Investments: Mnangagwa

President Emmerson Mnangagwa lied that the United Kingdom advanced a $100 million loan to Zimbabwe to ease the current cash crisis. This comes after the CDC which advanced the money through the Standard Chartered Bank, said the loan is a line of credit to the private sector only.
On their official Twitter account, CDC said the loan was only for recapitalisation to revive local industry and not to resolve the cash crisis. Said CDC:
<blockquote>We’ve partnered with Standard Chartered to provide up to $100 million of new lending to businesses in Zimbabwe. It’s the largest investment in the country’s private sector for several years.</blockquote>
The British embassy, through its official and verified Twitter account, reiterated that the money was targeted at the private sector. NewsDay’s efforts to get a comment from Government were fruitless.

Finance Minister Patrick Chinamasa said the civil servants salary hikes will increase the wage bill to 120% from its current levels and increase the country’s fiscal deficit which he said is another problem causing cash shortages.
Speaking on Friday at the Women’s Conversation on Legislation with President Emmerson Mnangagwa in Harare last week, Chinamasa said the wage bill will likely increase from 90% to 120%. Said Chinamasa:
<blockquote>Another problem causing cash shortages is the fact that we have a huge fiscal deficit. If there are any civil servants here, I want them to hear this clearly. Of every $100 that we receive, 90% is going to wages. And this situation is going to be made worse by the recent salary or allowances adjustments with the nurses, doctors and teachers and the rest of the civil service. I may not be surprised to find out that will be not 90%, but 120%. Now, what that means is for everyone receiving wages from government. The expectation is that it should be physical cash. That is not the case. We cannot match what we used to pay every month, something like $300 million, which we pay wages. We cannot match that in physical cash. If we do, we run the risk of hyperinflation, going back to 2008 (situation) and government is not prepared to go that route</blockquote>

Speaking at a Zanu-PF rally in Mutare on Saturday, President Emmerson Mnangagwa said that the cash crisis was going to improve due to the <a href="https://news.pindula.co.zw/2018/05/17/uk-government-avails-100/" rel="noopener" target="_blank">loan of $100 million dollars from the United Kingdom</a>. We Want People To Access Their Money Anytime, $100M Loan Will Improve Cash Crisis: Mnangagwa

President Emmerson Mnangagwa revealed that the $100 million loan received from the United Kingdom is meant to ease the cash crisis in Zimbabwe. Mnangagwa said the money has been disbursed to every bank in the country.
Said Mnangagwa:
<blockquote>For the first time after nearly 20 years we have received a soft loan from the British of $100 million and the (RBZ) Governor (Dr John Mangudya) has been telling me how he has disbursed the money and as from yesterday almost every single bank in the country had received part of the $100 million. We believe that this will go towards easing cash shortages but not only that, there are so many other sources which I would want the Minister of Finance to best articulate as to how we are fighting the issue of cash shortages.</blockquote>
The $100 million loan will also assist companies in food processing, manufacturing and agricultural sectors. The loan will run for three years and can be used for capital expenditure or working capital.

Former Zimbabwean President Robert Mugabe told ITV News Africa Correspondent John Ray that he did not ruin Zimbabwe.
He argued that Zimbabwe is better off than most African countries and that people will not starve in the country because they have their land. Said Mugabe:

I Didn't Ruin Zimbabwe Says Mugabe, Acknowledges Human Rights Abuses

In an interview with The Chronicle, the Zanu-PF Bulawayo Provincial Youth League chairperson, Khumbulani Mpofu, warned former president Robert Mugabe that his conduct will result in youths disregarding him as Zimbabwe’s icon.
He also said Mugabe’s demands to have his salary paid in cash were outrageous considering that he created the cash shortages by externalising cash. Said Mpofu:
<blockquote>We used to respect him as an icon of this country but his behaviour of late is communicating something else. If he continues behaving the way he does, we will stop treating him like an icon. In fact we will treat him like any other opposition leader since he is nurturing a new opposition party. There is no cash in the country, he should tell us where we should get this cash, he created this situation. He is the one who left the country like this. It seems he knows where to get the cash from. He should inform the current Government where to get it so that it can be circulated across the country. Govt Releases Civil Servant Pay Dates For February

Vice-president for the opposition MDC-T party, Nelson Chamisa has said that his party has solutions for the cash crisis which has been bedevilling the country since 2015. Chamisa claimed that his party knew how to end the long bank queues and was ready to share the solutions with the government, but only if the new administration approached the opposition and was humble enough to listen.
Speaking to NewsDay soon after the State of the Nation Address by the President on Wednesday, Chamisa said:
<blockquote>The cash crisis cannot only be dealt with through statements. It must be dealt with through direct action in terms of ensuring that the bank queues disappear.
We (MDC-T) are ready to give them free ideas on how to end the long bank queues, but they do not listen, and arrogance destroys government. We are ready to give them alternatives to the cash crunch, but that is if they come to us.
Contrary to propaganda and misinterpretations, we did not go to America to call for any (punitive) measures. We have no control over American policy. If anything, we asked the Americans to continue with the humanitarian support they have been giving to Zimbabweans.</blockquote>

Delivering his first speech as Zimbabwe’s President on Friday, President Emmerson Mnangagwa promised to deal with cash shortages which started last year.
Mnangagwa:
<blockquote>In the immediate, the liquidity challenges which have bedevilled the economy must be tackled head on and must be dealt with as a matter of urgency. People must be able to access their earnings as and when they need them. My government will ensure financial sector stability and viability and will put measures in place that promote deposits and savings through bank deposits and other appropriate financial instruments which bring fair rewards to depositors. The current banking culture where costs are levied on depositors must come to an end</blockquote>
Mnangagwa also said that Government will deal with corruption.

Mnangagwa pledges to deal with cash shortages

In a memo circulated within the Zimbabwe Cricket (ZC) board and seen by ESPNcricinfo, Nesta Vaki, ZC’s head of Corporate Affairs and Human Resources, informed the staff that they will only receive half their October salaries at the end of the month and that the organisation will “do its best to rectify the situation by end November 2017.”
A senior board official said the memo was dated October 25 and that it was “an internal operational matter which we are dealing with and trying to resolve as soon as possible.” The official refused to elaborate on the reasons for the cash-flow problems and maintained that with payments due on October 30, no salaries have been affected yet. Several sources, however, have said that they do not expect payments to be made in full.

Zimbabwe Cricket cash crunch to affect employees and players salaries

Reserve Bank of Zimbabwe (RBZ) Governor John Mangudya said that they are carrying investigations and non-compliant banks will be charged under the Abuse of Public Office Act and would be liable to long prison terms if convicted.
Mangudya also urged branch managers to monitor tellers and their activities. Said Mangudya:
<blockquote>Non-compliant banks should be warned. They will be charged under the Abuse of Public Office Act and would be liable to long prison terms if convicted. It is possible to manipulate the system.  However this is a human issue and we entrust the sector in the hands of capable, reliable and trustworthy people. I urge branch managers to monitor tellers and their activities and bank management to be honest and credible themselves. There are too many tellers as each bank will have a number of branches across the country, so really for our teams to really follow up on each and every teller would be tedious, we are just entrusting the job in people whom we hope were hired on integrity and met recruitment requirements.</blockquote>
